About The Position

Valkyrie Enterprises is seeking an energetic, self-starting Program Manager for its Corrosion Control Operation, serving as the primary point of contact at the company’s San Diego, California location. The position reports directly to and takes direction from the Corrosion Control Operations Manager. The manager plans, budgets, executes, monitors, controls, and documents assigned programs and ensures compliance with contract requirements. The role oversees work across San Diego, Hawaii, Washington, and other program areas, managing approximately 150 full-time-equivalent personnel across three installations. The manager provides oversight of program activities, controls schedules, budgets, and performance objectives across multiple task projects, and ensures contracts are completed on time and within budget in accordance with the Plan of Action/Milestones. The position also develops corrosion control programs and strategies, oversees corrosion assessments and systems, coordinates with engineering and maintenance teams, analyzes corrosion data, and ensures compliance with relevant standards and regulations. The manager serves as the primary point of contact for the Vice President of S2S Corrosion Control Operations, communicates program status, disseminates contractual information, and builds customer relationships. The role also includes staff administration, safety and environmental oversight, procurement and logistics, reporting, coordination with partner and subcontractor crews, and identifying new customers, programs, and business opportunities. The role requires occasional travel of up to 10%, the ability to support extended working hours across multiple time zones, and eligibility to obtain and maintain a DoD Secret Security Clearance. A valid passport is required for foreign travel. The employee must be able to meet shipboard mobility and PPE requirements. Requirements

Bachelor’s degree in engineering (ME/EE) or Business Management from an accredited college or university, or equivalent experience; an additional four years of experience is equivalent to a bachelor’s degree.
At least 5 years of program manager experience with shipboard projects involving operation, maintenance, repair, testing, modification, upgrading, installation, and alteration of Naval vessel and small craft systems.
At least 7 years of project manager experience.
At least 2 years of direct experience in a shipboard environment.
At least 5 years of experience with ship projects executed in public and private shipyards.
At least 10 years of experience in corrosion control or a related field.
Strong knowledge of corrosion mechanisms and control methods.
Excellent analytical and problem-solving skills.
Effective communication and leadership abilities.
Ability to work independently and as part of a team.
Knowledge of surface preparation and coating systems, including brush and roll application.
Knowledge of different types of paint, including how and when to apply them.
Must be eligible to obtain and maintain a DoD Secret Security Clearance for access to public and private shipyards and Naval installations.
Must meet REAL ID requirements for base and travel access and obtain and maintain appropriate identification credentials if required for travel or secure-facility access.
Must obtain a valid passport for foreign travel.
Must be able to support extended working hours across multiple time zones.
Must be able to move aboard ships, including using ladders, crossing brows, and working in confined spaces.
Must be able to wear required personal protective equipment (PPE).
Must successfully complete applicable pre-employment requirements, which may include background investigation, employment and education verification, drug screening, driving record review, security-clearance eligibility, and government installation access.

Responsibilities

Plan, budget, execute, monitor, control, and document all aspects of assigned programs.
Ensure compliance with all contract requirements and oversee work in San Diego, Hawaii, Washington, and other program areas.
Manage approximately 150 FTE personnel, including project managers, a production manager, working leads, and agency staff across three installations.
Hire additional resources as needed and grow Valkyrie’s operations in program locations, including fleet concentration areas.
Provide oversight of all program activities across locations and control schedules, budgets, and performance objectives across multiple task projects.
Conduct interviews, issue disciplinary actions, enforce company work instructions, and approve schedule changes.
Coordinate safety and environmental oversight with the Safety Manager and Environmental lead, including OSHA/Cal-OSHA compliance, respiratory protection, and responses to safety walkthrough findings.
Approve purchase requests, track purchase orders by homeport, and ship materials to overseas sites.
Coordinate with partner and subcontractor crews and escalate subcontractor/prime issues to the Vice President.
Manage daily IntelliSpec reports, weekly NAVSEA photo and metrics slides, weekly usage reports, end-of-week inventories, and IntelliSpec closeouts after each availability.
Develop and assign manpower resources to meet requirements while considering resources, materials, and period-of-performance requirements.
Complete contracts on time and within budget allocations in accordance with the Plan of Action/Milestones (POA/M).
Serve as the primary point of contact for the Vice President of S2S Corrosion Control Operations and provide program oversight and status information.
Receive and disseminate contractual information to appropriate personnel to support contract deliverables.
Build customer relationships through frequent communication.
Build assigned programs and identify and pursue new customers, programs, and business opportunities.
Develop and implement corrosion control programs and strategies.
Conduct corrosion risk assessments and recommend mitigation measures.
Oversee inspection and monitoring of corrosion control systems.
Coordinate with engineering and maintenance teams on installation and maintenance of corrosion control measures.
Review and analyze corrosion data to identify trends and areas for improvement.
Ensure compliance with industry standards and regulations related to corrosion control.
Train and mentor staff on corrosion control best practices.
Prepare reports and presentations on corrosion control activities and results.
Stay current on corrosion control industry best practices and regulations.
