Elayn Hunt Correctional Center is seeking a highly organized and detail-oriented professional to serve as the Property Control Manager, responsible for overseeing and managing all facility inventory controls and movable property assets. The incumbent will ensure that all purchased, stored, utilized, and maintained property is accurately tracked and accounted for in full compliance with State Property Control Regulations. This position plays a critical role in safeguarding facility resources and maintaining operational integrity. In addition to managing property control functions, the incumbent will provide direct supervision to the Warehouse Captain, who oversees warehouse operations, laundry services, and mailroom functions. The ideal candidate will demonstrate strong leadership, exceptional accountability, and a commitment to maintaining efficient and compliant asset management practices within a correctional environment.

Requirements

  • Four years of experience in a correctional, behavioral, or penal institution with responsibility for the security, custody, rehabilitation, or classification of offenders, or in law enforcement or security plus one of the following: 1. Possession of a high school diploma or GED; OR 2. One year of experience in any field; OR 3. Six months of law enforcement experience as a POST certified peace officer.
  • Two years of this experience must have been in a position equivalent in scope of responsibility or complexity of work performed to a Corrections Lieutenant in the State service.
  • An applicant who has been convicted of a misdemeanor crime of domestic violence or a felony, or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by state and federal laws is granted.
  • In accordance with the Prison Rape Elimination Act (PREA) (Part 115:17) of Title 28 of the Code of Federal Regulations an applicant who has been found to have engaged in any form of sexual abuse; engaged in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable or refused will be disqualified.
  • Applicants must be at least 18 years of age.
  • Possession of a current driver's license.

Responsibilities

  • Directly responsible for coordinating maintenance and control of all property at EHCC.
  • Plans, organizes work activities of the property control program.
  • Implements all property control policies and procedures.
  • Directly responsible for working with Purchasing, Accounting, and Warehouse to identify all equipment that must be tagged, assign property numbers, and verifies items are tagged correctly, using purchase price including freight and installation charges as required by regulation.
  • Responsible for accurate inventory records to be available for audit by fiscal personnel and annual certification.
  • Assures that EHCC is in compliance with all applicable State and Federal Regulations, ACA standards, Departmental Regulations, and Institutional Policy regard property.
  • Meets with intuitional officials regarding property control, conducts studies to improve property control procedures, and keeps the Business Office administration informed on problems, audit progress, reporting requirements, etc.
  • Conducts monthly fire, safety, and sanitation inspections in assigned areas of responsibility.

Benefits

  • Special Entrance Rate (SER) of $26.37 per hour.
  • Premium pay: A rate between $1.00 and $2.00 an hour for each regular hour worked, based on years of service with DOC, in addition to regular pay.
