About The Position

This position is located at Marion Correctional Institution in McDowell County, NC. Marion Correctional Institution is a close custody male facility. Positions in this class provide and supervise programs for the rehabilitation of inmates in the prison system. Positions at this level are accountable for the development, implementation, and maintenance of total programs activities for inmates of the smaller prison facilities, or are accountable for development, implementation, and maintenance of one or more major and broad programs for inmates at a large facility or institution. The primary programs areas are inmate classification; correctional programs including work release, incentive wage, study release, educational/vocational, volunteer programs, religion, and recreation, and correctional counseling. Work involves considerable contact with community agencies to enrich programs, establish new programs, and to conduct work release investigations, if relevant. Positions monitor the effectiveness of community volunteer workers assigned to programs activities and may supervise subordinate staff. Positions are responsible for coordinating programs activities with custody and other facility staff. Position reports to Correctional Program Director.

Requirements

  • Bachelor’s degree in a human services or criminal justice field from an appropriately accredited institution and one year of experience in corrections or related work; or an equivalent combination of education and experience.
  • Must be eligible for certification by the North Carolina Criminal Justice Education & Training Standards Commission.

Responsibilities

  • Directs, coordinates, and evaluates facility programs, including educational, and cognitive-behavioral programming, ensuring alignment with DAC policies and institutional goals.
  • Supervises, trains, and evaluates program staff; provides ongoing guidance to ensure adherence to policy, procedure, and security requirements.
  • Ensures all programs operate in compliance with close custody security protocols, including offender accountability, tool control, and controlled movement procedures.
  • Participates in case management functions by reviewing offender behavior, needs, and progress to support appropriate programming and rehabilitative efforts.
  • Assists with classification processes and assigns offenders to programs based on custody level, risk/needs assessments, and individual case factors.
  • Facilitates and delivers Rehabilitative Diversion Unit (RDU) programming, including cognitive-behavioral classes designed to address criminogenic thinking and behaviors.
  • Interprets and enforces DAC policies and procedures related to programming; ensures compliance with audits, standards, and regulatory requirements.
  • Maintains accurate program records, monitors offender participation and completion, prepares reports, and evaluates program effectiveness to support continuous quality improvement.
