About The Position

The Corporate Senior Estimator leads the preconstruction and estimating function for construction, infrastructure, utility, pipeline, and trenchless rehabilitation projects across multiple business lines. This role is responsible for developing accurate, competitive, and comprehensive cost estimates while identifying project risks, opportunities, and strategic pricing approaches that support profitable growth. This position oversees the full bid lifecycle, including project evaluation, estimating strategy development, quantity takeoffs, cost development, subcontractor solicitation, proposal preparation, and executive-level bid reviews. Working closely with Operations, Project Management, Engineering, and Business Development teams, the Corporate Senior Estimator supports both public and private sector work and serves as a mentor to junior estimators while driving continuous improvement of estimating standards, tools, and processes.

Requirements

  • Bachelor’s degree in Construction Management, Engineering, Business, or related field preferred.
  • 10+ years of progressive estimating, preconstruction, or operations experience in construction, utilities, infrastructure, underground construction, or pipeline services.
  • Experience with public and private sector bidding, including underground utilities, pipeline rehabilitation, trenchless technologies, and infrastructure projects preferred.
  • Strong knowledge of construction means and methods, production planning, scheduling, and cost control.
  • Ability to read and interpret construction drawings, specifications, contracts, and technical documents.
  • Experience with subcontractor procurement, bid management, and contract administration.
  • Proficiency in Microsoft Office Suite, Bluebeam, AutoCAD, On-Screen Takeoff, and estimating software platforms.
  • Experience with ERP systems (Vista preferred).
  • Strong analytical, mathematical, organizational, negotiation, and communication skills.
  • Ability to manage multiple concurrent pursuits under tight deadlines.

Responsibilities

  • Lead the end-to-end estimating and bid delivery process for complex infrastructure and utility projects.
  • Perform comprehensive document reviews and constructability analyses, including plans, specifications, addenda, contract requirements, geotechnical data, schedules, and procurement documents to define scope, identify risks, and determine execution strategy.
  • Develop conceptual, budgetary, and full-scope estimates for Bid-Build, Design-Build, CM/GC, and Alternative Delivery projects.
  • Establish estimating strategies, construction means and methods, production assumptions, schedules, and resource plans.
  • Perform detailed cost estimation and quantity takeoffs, producing complete estimates including labor, equipment, materials, subcontractor pricing, overhead, and indirect costs.
  • Develop crew-based production rates and unit cost models aligned with historical performance and project execution strategies.
  • Analyze historical cost data, production rates, and market conditions to improve estimate accuracy and competitiveness.
  • Maintain and continuously improve estimating databases, cost histories, and production benchmarks.
  • Track actual project performance versus estimated costs and incorporate lessons learned into future estimates.
  • Review and evaluate public and private bid opportunities, RFPs, RFQs, and procurement packages.
  • Manage the full bid submission process, ensuring compliance with all requirements, deadlines, and client expectations.
  • Prepare complete estimates, bid proposals, pricing breakdowns, schedules, and supporting documentation.
  • Solicit, evaluate, and negotiate subcontractor and supplier proposals to ensure competitive and complete pricing.
  • Develop final pricing recommendations based on subcontractor input, internal cost data, and market conditions.
  • Identify cost-saving opportunities, alternative construction methods, and value engineering solutions; develop recommendations for owners and design teams.
  • Manage subcontractor databases and prequalification processes to maintain a qualified vendor network.
  • Participate in pre-bid meetings, site visits, walkthroughs, and post-bid interviews.
  • Support technical proposal development and alternative delivery submissions.
  • Present estimating strategies, assumptions, risk profiles, and pricing recommendations to executive leadership.
  • Partner with Operations, Engineering, Project Management, and Business Development to validate production assumptions, execution strategies, and pricing.
  • Support project handoff and turnover processes following award.
  • Assist with change order pricing, cost analysis, forecasting, and budget control during project execution.
  • Support value engineering initiatives during preconstruction and construction phases.
  • Build and maintain strong relationships with clients, consultants, subcontractors, and suppliers to support long-term business success.
  • Mentor and develop junior estimators in estimating practices, tools, and industry standards.
  • Drive continuous improvement of estimating systems, workflows, and standardization across the organization.
  • Manage multiple concurrent estimates in a fast-paced, deadline-driven environment.
  • Stay current on industry trends, construction methods, regulatory requirements, and emerging technologies in infrastructure and utility construction.
