About The Position

Dialpad develops and delivers AI-powered voice, messaging, and contact center solutions to enterprise customers worldwide. As a provider operating at the intersection of cloud communications and artificial intelligence, Dialpad is subject to a complex and rapidly evolving regulatory framework spanning federal and state telecommunications law, AI governance, and consent requirements. The Corporate Counsel, Telecommunications & Regulatory will serve as the Company’s primary legal authority across this regulatory surface area. The successful candidate will partner directly with Product, Engineering, Sales, and Operations to build scalable compliance infrastructure, provide proactive legal guidance, and ensure that Dialpad’s products and business practices remain on the right side of an increasingly demanding legal environment. This position reports to the Deputy General Counsel.

Requirements

  • Four to eight years of legal experience, with substantive exposure to telecommunications regulatory matters gained at a law firm, carrier, UCaaS company, or regulatory agency.
  • Demonstrated familiarity with FCC rules, the Communications Act, and their application to VoIP and cloud communications providers, including a working understanding of non-dominant interexchange carrier status and its practical implications.
  • Practical experience advising on call recording consent law—not merely researching it.
  • Working knowledge of TCPA and FTSA sufficient to identify platform-level exposure from customer use cases and to develop appropriate risk mitigation strategies.
  • Familiarity with AI governance frameworks and emerging state AI legislation, with demonstrated willingness to develop deeper expertise as the regulatory landscape evolves.
  • Ability to synthesize complex legal analysis into clear, actionable guidance for non-legal business stakeholders.
  • Fluency in written and spoken English.

Responsibilities

  • Serve as the Company’s subject matter expert on FCC and state PUC regulatory frameworks applicable to Dialpad’s UCaaS and CCaaS offerings, including filing obligations, interconnection requirements, and active CPUC proceedings affecting California operations.
  • Provide legal guidance on STIR/SHAKEN compliance, CLI masking authorizations, and Caller ID obligations under the Truth in Caller ID Act, including identification of exposure and development of remediation strategies.
  • Monitor and analyze FCC rulemakings, state legislative activity, and international telecommunications developments, translating findings into actionable guidance for Engineering, Product, and Operations in advance of applicable deadlines.
  • Manage the Company’s regulatory filings and reporting obligations with federal, state, and international agencies.
  • Advise on carrier and telecommunications interconnection agreements, with particular focus on the allocation of regulatory obligations between Dialpad and its carrier partners.
  • Serve as the Company’s authoritative resource on call recording consent law, including CIPA, ECPA, and the patchwork of two-party consent requirements across U.S. jurisdictions, translating legal requirements into product specifications and customer-facing disclosures.
  • Advise on TCPA and FTSA exposure as it applies to Dialpad’s platform and to downstream customer use cases, with the ability to clearly articulate the distinction between platform liability and customer conduct in commercial and legal contexts.
  • Provide coverage on A2P and P2P SMS compliance, including CTIA guidelines, carrier requirements, and applicable FCC messaging rules.
  • Review Dialpad’s AI-powered features—including call transcription, real-time coaching, and AI agents—for compliance with applicable consent and disclosure requirements. Track and advise on state AI transparency laws and automated decision-making regulations as they advance through legislatures and take effect.
  • Participate in product reviews and feature launch processes to identify and resolve compliance issues prior to release, minimizing engineering rework and downstream customer escalations.
  • Collaborate with the Privacy, Security, and Commercial Legal teams on customer contracts, data processing agreements, and RFP responses involving telecommunications-specific compliance representations.
  • Advise Sales and Customer Success on complex regulatory questions arising from enterprise customers in healthcare, financial services, and the public sector.
  • Coordinate with outside counsel and regulatory consultants on agency proceedings, multi-jurisdictional assessments, and matters requiring specialized regulatory expertise.
  • Develop and maintain a comprehensive consent and disclosure matrix covering call recording requirements across all U.S. jurisdictions in which Dialpad operates, updated on a regular basis to reflect legal developments.
  • Author training materials that equip Sales, Customer Success, and Product teams to make well-informed compliance decisions independently, reducing routine legal intake volume.
  • Leverage AI-powered legal research and regulatory monitoring tools as a standard component of legal practice within this team.
