About The Position

The Department of Transportation and Infrastructure (DOTI) is seeking an experienced leader to serve as an Executive within the Core Infrastructure Administration. This senior leadership position provides strategic direction and executive oversight for multiple divisions responsible for delivering and supporting citywide infrastructure, engineering services, and operational programs. The Core Infrastructure Administration is comprised of six divisions: Wastewater Operations and Maintenance; Wastewater Capital Implementation; Interagency (vertical and citywide client delivery); Procurement and Supply Services; Program Management; and Special Projects and Initiatives. The Executive will provide leadership across a portfolio of multiple divisions, with the specific portfolio determined by organizational needs and the candidate's experience. The position will work closely with the City Engineer, senior DOTI leadership, and internal and external partners to advance complex infrastructure initiatives, strengthen organizational performance, and ensure effective, sustainable delivery of critical city services.

Requirements

  • Bachelor's Degree in Engineering or Architecture.
  • Five (5) years of engineering leadership experience, which must have included director-level management responsibilities.
  • One (1) year of management experience must include budget and fiscal oversight responsibility, evaluation of business processes, and policy and decision making experience with planning and organizing multiple programs, projects, operations or functions.
  • Requires a valid Driver's License at the time of application.
  • Requires registration as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers at the time of application. Or requires registration as an Architect by the Colorado State Board of Registration at the time of application. Registration in another state will be accepted in lieu of this requirement, provided that the applicant has Colorado registration at completion of probation.

Responsibilities

  • Establishes and advances a long-term vision and multi-year strategy for multiple engineering and operational divisions, aligning people, resources, and programs with DOTI and citywide priorities.
  • Establishes organizational goals, policies, and performance expectations that drive delivery excellence, continuous improvement, and modernization of infrastructure services.
  • Advises the City Engineer and senior DOTI leadership on complex infrastructure, operational, organizational, and policy matters.
  • Provides executive oversight of planning, design, construction, operations, and maintenance services across complex business lines to ensure reliable, compliant, and high-quality citywide infrastructure and service delivery.
  • Advances modernization of capital delivery and operational practices through process improvement, innovative technologies, effective resource allocation, and performance management.
  • Ensures assigned divisions achieve annual work plans, performance objectives, key performance indicators, and applicable regulatory and environmental requirements, including MS4 compliance.
  • Oversees significant operating and capital budgets, develops long‑ and short‑range financial plans, and ensures strong financial controls and fiscal sustainability.
  • Collaborates with DOTI Finance and the Department of Finance on fee structures, enterprise funding strategies, and financial priorities supporting modernization and service reliability.
  • Leads and develops a high-performing organization of directors, managers, and staff through clear expectations, coaching, accountability, and professional development.
  • Builds leadership capacity and organizational resiliency by developing talent, strengthening succession planning, and ensuring the organization has the capabilities needed to meet evolving infrastructure demands.
  • Fosters a culture of innovation, accountability, inclusion, collaboration, and continuous improvement that empowers employees to solve complex problems and improve customer and community outcomes.
  • Recruits, evaluates, develops, and advances talent strategically to build a strong and adaptable leadership team.
