About The Position

The Coordinator of Elementary Literacy provides leadership, coordination, and support for the division’s kindergarten through grade five literacy program. The Coordinator ensures that core, supplemental, and intervention instruction is grounded in science-based reading research and evidence-based literacy practices, aligned to the Virginia Literacy Act, the Virginia Standards of Learning, and the division’s Comprehensive Literacy Plan. Working collaboratively with teachers, reading specialists, principals, instructional leaders, and division staff, the Coordinator builds educator capacity, supports the implementation of high-quality instructional materials, promotes effective use of literacy assessment data, and helps create equitable opportunities for all students to develop strong reading and writing skills.

Requirements

  • Master's degree in education, literacy, reading, curriculum and instruction, or a closely related field.
  • Hold or be eligible for a Virginia Postgraduate Professional License with an endorsement as a Reading Specialist.
  • Minimum of five (5) years of successful experience in education, including classroom teaching in which literacy instruction was a primary responsibility, and experience serving as a reading specialist, literacy coach, or in a comparable instructional leadership role.
  • Demonstrated success in coaching educators, facilitating adult professional learning, analyzing student achievement data, and leading literacy improvement initiatives.
  • Equivalent combinations of education and experience that meet the requirements of the position may be considered.
  • In-depth knowledge of science-based reading research, evidence-based literacy instruction, the Virginia Literacy Act, and the Virginia Standards of Learning.
  • Strong communication, organizational, leadership, collaboration, and problem-solving skills are essential.
  • Demonstrated commitment to educational equity and student achievement.

Responsibilities

  • Provide leadership for the planning, implementation, monitoring, and continuous improvement of the division’s K–5 literacy program.
  • Plan, coordinate, and deliver job-embedded professional learning, modeling, and coaching that strengthens educators’ understanding and application of science-based reading research and evidence-based literacy instruction.
  • Partner with principals, reading specialists, instructional coaches, and teachers to implement a coherent and consistent elementary literacy framework across all schools.
  • Provide ongoing instructional coaching and support to teachers, reading specialists, and instructional leaders to build internal capacity and sustain effective literacy practices.
  • Conduct non-evaluative classroom observations, learning walks, and instructional reviews to support literacy implementation and provide formative feedback.
  • Coordinate the selection, implementation, evaluation, and continuous improvement of high-quality core, supplemental, and intervention literacy materials in accordance with Virginia Literacy Act requirements.
  • Develop, revise, and align curriculum resources, pacing guides, instructional supports, and assessments with the Virginia Standards of Learning and evidence-based literacy practices.
  • Ensure instructional resources and materials are organized, accessible, and effectively utilized to support student learning and teacher instruction.
  • Support the administration, interpretation, and use of literacy screening and assessment data, including the Virginia Language and Literacy Screening System (VALLSS), to inform instruction and intervention.
  • Assist teachers and reading specialists in developing, implementing, and monitoring individualized student reading plans and evidence-based interventions.
  • Monitor literacy achievement data and identify trends, strengths, and opportunities for improvement across classrooms, schools, and student groups.
  • Support compliance with all requirements of the Virginia Literacy Act, including literacy screening, intervention, family engagement, and reading specialist support.
  • Collaborate with families to promote literacy development and communicate student literacy progress and intervention supports.
  • Serve as a liaison with the Virginia Department of Education, Virginia Literacy Partnerships, regional organizations, and neighboring school divisions regarding literacy initiatives, requirements, and opportunities.
  • Collaborate with the Coordinator of Secondary Literacy to ensure alignment and continuity of literacy instruction across the K–12 educational program.
  • Partner with Special Education, English Learner, MTSS, assessment, and instructional services staff to ensure equitable access to literacy instruction and intervention for all learners.
  • Assist with the development, implementation, monitoring, and biennial revision of the division’s Comprehensive Literacy Plan.
  • Prepare reports, presentations, and recommendations related to literacy initiatives, student achievement, and program effectiveness.
  • Assist with budgeting, purchasing, inventory management, and procurement of literacy instructional materials and resources.
  • Serve on division, school, and community committees as assigned.
  • Maintain current knowledge of literacy research, instructional best practices, state requirements, and emerging trends in literacy education.
  • May serve as an advisor on dyslexia and related disorders.
  • Perform other duties as assigned by a central office designee.
