About The Position

Monitor, create, implement, and evaluate structures to meet the needs for budgeting of federal and state funding supports and ensure compliance and fidelity within the system. Partner with the business office, curriculum team, and campuses in reviewing and analyzing district and campus supports for instruction, intervention, enrichment, collaboration efforts, assessment practices, data collection tools, and specifically budgeting and allocating funds for federal and state funding. Partner with the curriculum team and campuses in efforts of evaluating accountability data, learner growth, assessment data analysis, targeting specific needs; as well as developing and sustaining structures to ensure federal grant fund expenditures impact learner growth.

Requirements

  • Minimum of a bachelor's degree from an accredited college/university
  • Experience in working with educational budgets or federal funds
  • Valid Texas teaching certificate with administrator certification preferred
  • Knowledgeable about systems within instruction including, but not limited to: Professional Learning Communities, Collaborative Team Structures, Multi-Tiered Systems of Support, Coaching, Data Analysis Protocols, At-Risk identification, Accommodating for Learners based on: IEP, 504, Dyslexia or Emergent Bilingual eligibility
  • Knowledgeable of data analysis techniques and coaching others on reviewing data, and use of effective protocols
  • Knowledge of federal regulations and state guidance concerning federal grants and State Compensatory Education programs including reporting, audit-response and compliance requirements.
  • Knowledge of program improvement strategies and at-risk indicators
  • Skilled in analyzing financial activities, budget analysis and preparation
  • Skilled in operating a variety of technology applications/programs
  • Ability to maintain confidentiality of privileged and sensitive information
  • Ability to perform duties with attention to detail, speed, accuracy, follow-through, and meet all district, state and federal timelines
  • Ability to communicate effectively verbally and written utilizing tact and diplomacy and maintain effective working relationships with district personnel and campus administration
  • Ability to comprehend complex systems and technical information and explain to a wide variety of stakeholders.
  • Ability to maintain professional behavior, appearance, and work ethic to always represent the district in a positive manner and work in a team environment
  • Ability to evaluate programs and use data to drive decisions
  • Ability to maintain effective working relationships with a wide variety of district personnel and outside organizations

Responsibilities

  • Coordinate efforts to evaluate all federal legislation, projects, and programs for grant, entitlement, and allocation opportunities relevant to the needs of the district
  • Inform superintendent or other administration of the financial and administrative impact of current and impending legislation regarding federal grant funds
  • Maintain and update the district's State and Federal Grants Manual
  • Coordinate efforts in the drafting of project proposals and reports, including the writing and development of program goals, objectives, action plans, and budget for federal/special funding of programs
  • Prepare and submit standard applications for federal funds to Texas Education Agency (TEA) in partnership with the Assistant Superintendent of Curriculum and Instruction
  • Provide trainings, interpretation and communication to administrative staff, and others, as required by state and federal policy regarding accountability for programs funded through federal, state and Title grants, including updates and changes related to the federal grant and state compensatory education funding.
  • Partner with district and campus personnel to analyze effective and efficient use of federal funds, robust needs assessment, and alignment of funds to the strategies in the district and campus improvement plans.
  • Collaborate with others to review district and campus data identifying areas of strength and areas of growth, evaluate the use of programs, and build systems to address those needs
  • Maintain a working knowledge of all district assessments and their impact on accountability
  • Partner to promote a culture of decision-making informed by meaningful data through a process that identifies and improves indicators for school accountability across district functions, campuses, and departments.
  • Partner with the curriculum team to communicate the support of academic goals including CCMR and the Texas Academic Performance Report
  • Serve as liaison between school and other agencies on joint projects regarding federal grant and state compensatory funds
  • Collaborate with team members to consult with administrators, counselors, teachers, community agencies, and other relevant individuals regarding federal grant funds, State Compensatory Education funds, and Accountability.
  • Solicit federal funds and participate in grant-writing activities to obtain funding for federal/special programs and services
  • Monitor grant-funded programs and their expenditures to ensure compliance with regulations and guidelines
  • Maintain Accountability, Federal Programs, and State Compensatory Education district webpages as a communication tool for district personnel and community in alignment with legislative requirements.
  • Compile, maintain, and file all physical and computerized reports, records, and other documents required, including required financial reports to TEA in partnership with the Assistant Superintendent of Curriculum and Instruction and Chief Financial Officer
  • Partner with the curriculum team to provide technical assistance and communication regarding accountability measures analysis to a variety of stakeholders, including Board of Trustees.
  • Ensure that federal grant program costs are reasonable, necessary, allowable, and allocable, and that federal and state compensatory education funds are managed prudently and in compliance with EDGAR
  • Effectively manage federal grant budgets
  • Assist with the selection and purchase of supplemental programs, equipment, and supplies for federal grant as needed
  • Maintain professional behavior, promote a positive image, appearance, and work ethic to always represent the district in a positive manner and work in a team environment that supports the vision and mission of the district
  • Compile, maintain, and file all reports, records, and other documents as required including auditable records and statements
  • Comply with policies established by federal and state law, State Board of Education rule, and local board policy
  • Performs other duties as assigned.
