Under the general supervision of the Associate Director (AD), Strategic Enrolment Management, the Coordinator, International Partnerships & Short-Term Programs is responsible for coordinating and supporting the development and management of Okanagan College's (OC) international short-term programs and transnational education (TNE) partnerships. This position plays a central role in supporting the foundational infrastructure for OC's international partnership strategy, including contributing to the development of institutional policies, protocols, and operational frameworks that will guide the College's global engagement activities over the long term. The Coordinator serves as OC's primary point of contact for international partnership institutions, prospective TNE partners, and short-term program participants with a primary market focus in Japan and secondary markets including Korea and Mandarin-speaking regions. The role requires Japanese language fluency to effectively engage with Japanese partner institutions, negotiate program arrangements, and represent OC in-market. The Coordinator works closely with the AD, SEM and relevant internal departments to support the creation and coordination of customized short-term programs including study tours and group programs of less than six months in duration, while simultaneously supporting the College's longer-term transnational education capacity. The scope of this role is expected to evolve over time, with a primary emphasis on short-term program delivery and partnership development in the first two years, transitioning toward a greater focus on TNE partnership development and management as the College's international partnership portfolio matures. International travel is a regular expectation of this position. A current passport is required.

Requirements

  • Graduation from a three or four-year degree program in a relevant field such as International Education, Business Administration, Intercultural Studies, or a related discipline.
  • Minimum three years of relevant experience in international education, partnership development, program coordination, or a related field.
  • Demonstrated experience working with Japanese institutions, organizations, or communities, with direct application of Japanese language skills in a professional context, is required.
  • Professional fluency in Japanese (written and spoken) is required, as this position engages regularly with Japanese partner institutions and conducts negotiations and correspondence in Japanese.
  • Excellent written and oral communication skills in English, with the ability to produce clear, professional documents including reports, proposals, policy drafts, and correspondence.
  • Strong interpersonal and cross-cultural communication skills with the ability to build and sustain effective relationships with partners and stakeholders from diverse cultural backgrounds.
  • Demonstrated ability to manage complex, multi-stakeholder projects with competing priorities and deadlines, with strong organizational and time management skills.
  • Ability to work both independently with minimal supervision and collaboratively as part of a team.
  • Demonstrated analytical and problem-solving skills, including the ability to assess partnership proposals, evaluate program viability, and identify risks and opportunities.
  • Ability to monitor, assess, and act on matters with contractual, legal, financial, and reputational implications for the institution.
  • Flexibility to work outside regular business hours and travel internationally on a regular basis, including to Japan and other partner markets, is required.
  • A valid passport is required.

Responsibilities

  • Identify, evaluate, and cultivate relationships with prospective international partner institutions, with a primary focus on Japan and additional focus on Korean and Mandarin-speaking markets, to advance OC's international partnership strategy.
  • Serve as OC's first point of contact for inbound partnership inquiries; assess proposals for institutional fit, academic alignment, and strategic value, and prepare recommendations for the AD, SEM.
  • Support the negotiation, drafting, and lifecycle management of Memoranda of Understanding (MOUs), TNE agreements, short-term program agreements, and other international partnership documents, ensuring compliance with OC policies and applicable regulations.
  • Maintain a comprehensive partnership tracking system, including agreement expiry dates, renewal timelines, partner contact records, and program activity histories.
  • Represent OC at international education events, conferences, and partner institution visits; travel internationally on a regular basis to develop and maintain partnership relationships.
  • Build and sustain effective communication with active and prospective partners through regular correspondence, virtual engagement, and in-person meetings, primarily conducted in Japanese and English.
  • In collaboration with the AD, SEM, academic faculties, and relevant internal departments, support the creation and coordination of customized short-term international programs, including study tours, group programs, and other non-credit or credit-bearing programs of less than six months in duration.
  • Manage end-to-end program logistics for incoming short-term program groups, including scheduling, accommodation coordination, academic programming, cultural activities, and participant communications.
  • Support the development of program proposals, costing models, and promotional materials for prospective short-term program partners, in collaboration with the AD, SEM and relevant OC departments.
  • Coordinate with Faculties, the Registrar's Office, Student Services, and other internal departments to ensure program delivery meets participant needs and institutional standards.
  • Evaluate short-term programs upon completion; collect and analyze participant feedback; prepare summary reports with recommendations for program improvement.
  • Monitor short-term program enrolment, revenue, and expenditures against budget targets; report variances to the AD, SEM.
  • Work in close collaboration with the AD, SEM to contribute to the development of institutional policies, operational protocols, and procedural frameworks governing OC's international partnerships and short-term programs.
  • Create and maintain standardized documentation templates, partnership evaluation criteria, program delivery checklists, and reporting tools to support a scalable and consistent approach to international partnership management.
  • Research and benchmark international partnership and TNE models at comparable Canadian post-secondary institutions to inform OC's evolving strategy.
  • Contribute to the development of OC's multi-year international partnership strategy and annual operational plans, providing data-informed insights and market intelligence to the AD, SEM.
  • Serve as the primary point of contact for all incoming exchange and short-term program students, providing responsive support and guidance from initial arrival through to program completion.
  • Coordinate pre-arrival logistics for incoming exchange and short-term program students, including communication of arrival information, housing and accommodation guidance, visa and immigration documentation requirements, and pre-departure orientation materials.
  • Work collaboratively with the Student Services team to support the orientation of incoming exchange and short-term program students, ensuring students are connected with appropriate campus resources and services upon arrival.
  • Liaise on behalf of incoming students with relevant campus departments — including Student Services, the Registrar's Office, Housing, and academic faculties — to facilitate a positive and well-supported student experience throughout their stay at OC.
  • Monitor student welfare and program experience during students' stay; identify and escalate issues to the AD, SEM or relevant campus services as appropriate.
  • Maintain accurate records of all incoming exchange and short-term program students, including enrolment data, contact information, program details, and any support interventions.
  • Collect and analyze student feedback at the conclusion of programs; prepare summary reports for the AD, SEM with recommendations for improving the incoming student experience.
  • Liaise effectively with internal stakeholders — including Academic Deans, program faculty, the Registrar's Office, Financial Services, People Services, and Marketing — to coordinate partnership and program activities across the institution.
  • Prepare and deliver presentations, briefings, and reports for internal and external audiences regarding OC's international partnership activities, short-term program offerings, and TNE developments.
  • Participate in relevant provincial, national, and international networks and associations related to international education, short-term programs, and TNE to remain current on trends, best practices, and regulatory developments.
  • Collaborate with the SEM team to align partnership and short-term program activities with OC's Strategic Enrolment Management Plan and international recruitment goals.
  • Maintain accurate records of all partnership activities, program delivery, correspondence, and agreements using OC's document management and administrative systems.
  • Prepare regular written reports for the AD, SEM on partnership pipeline status, short-term program enrolment and delivery progress, market intelligence, and emerging opportunities.
  • Support the AD, SEM in budget development and financial administration related to international partnerships and short-term programs, including tracking expenditures and preparing financial summaries.
  • Perform other duties as assigned in support of OC's international education goals and SEM portfolio objectives.
