About The Position

Under the direction of the Director of Curriculum, Instruction, and Assessment, the Coordinator, Instructional Technology promotes access and equity for all students by providing leadership in the development, supervision, and implementation of the Instructional Technology program. The Coordinator provides leadership to promote and support effective integration of technology into teaching, learning, and instructional leadership, including the coordination of PreK-12 educational technology instruction and utilization of artificial intelligence. The Coordinator supports continuous improvement initiatives, provides professional learning opportunities for teachers and administrators, and supports efforts to ensure equitable access to technology instruction. The Coordinator closely collaborates with HCPSS stakeholders across offices, programs, schools, and partnerships to support fidelity of program implementation.

Requirements

  • Master’s Degree from an accredited college or university in education, curriculum and instruction, or an area related to instructional technology.
  • Five years of experience as a certificated educator within a PreK-12 setting.
  • Three years of experience in a leadership role, leading programs, or projects.

  • Experience designing and delivering high-quality professional learning for PreK-12 educators and support staff in the areas of instructional technology and utilization of artificial intelligence.
  • Experience developing online professional learning modules and/or instructional content within a Learning Management System (LMS).
  • Experience collecting and analyzing qualitative and quantitative data to evaluate the success of education initiatives.
  • Experience with project management.
  • Experience with school system budget management.
  • Previous supervisory experience.

Responsibilities

  • Provides leadership and supervision for the Office of Instructional Technology and technology teachers.
  • Develops and implements a systemwide vision for instructional technology integration aligned with curriculum and instructional goals.
  • Provides systemwide leadership on accessibility and inclusive design for instructional technologies, ensuring all digital tools and content meet compliance requirements and promote equitable, barrier-free learning experience.
  • Supports teacher recruitment and conducts interviews for elementary technology teacher candidates.
  • Conducts informal and formal teacher observations of technology teachers using the Charlotte Danielson Framework for Teaching.
  • Develops and manages the budget for the Instructional Technology program, including grants and external funding sources.
  • Establishes strategic priorities for emerging technologies, including artificial intelligence (AI), ensuring alignment with system goals and student outcomes.
  • Provides leadership in planning, organizing, and implementing systemic and onsite professional learning on instructional technology and AI integration for all professional staff, administrators, and central office leadership.
  • Builds capacity of school leaders to leverage technology and AI for instructional improvement and decision-making, develops professional learning models, including in-person, virtual, and asynchronous formats
  • Engages families and community stakeholders in understanding the role of technology and AI in student learning.
  • Collaborates as a key member of cross-functional committees to lead the evaluation and approval of digital tools, ensuring tools meet instructional, ethical, accessibility, data privacy, and AI-use standards.
  • Provides leadership in the development of curricular resources for elementary technology programs aligned with essential curriculum, inclusive instructional lesson plans, assessment, and differentiated resources to support all learners.
  • Supports the implementation of the Multi-Tiered System of Supports (MTSS) for instruction.
  • Leads the instructional design and development of learning management system (LMS) course content, ensuring alignment with curriculum standards, best practices in digital pedagogy, and high-quality online and blended learning experiences.
  • Collaborates with various offices (i.e. Technology, Curriculum, CTE, Library Media, etc.) and external partners to support instructional technology initiatives.
  • Presents instructional technology curriculum reports at Howard County Board of Education (BOE) meetings and attends public budget hearings, develops BOE memorandums, and responds to stakeholder inquiries regarding the Instructional Technology program.
  • Serves as a liaison to the Maryland State Department of Education (MSDE) in areas related to Instructional Technology/Digital Learning.
