About The Position

United Way British Columbia (UWBC) serves as the Community Entity (CE) for homelessness service coordination in Cowichan and Nanaimo and as the neutral backbone organization for 100 More Homes Penticton. As part of the BC Tri-Lateral Agreement, a formal partnership established in 2024 between Housing, Infrastructure and Communities Canada, the BC Ministry of Housing and Municipal Affairs, and BC Housing, UWBC is supporting the province-wide Alignment Project. This initiative aims to strengthen integrated local governance, improve the use and management of HIFIS data, and better coordinate homelessness response systems across BC. Through this work, 10 pilot communities—including Cowichan, Nanaimo, and Penticton—are supported to align roles, responsibilities, and service pathways so that local, provincial, and federal investments reinforce one another and improve outcomes for people experiencing or at risk of homelessness. The Coordinator, Alignment Project supports the Housing Initiatives Manager in advancing alignment activities across all three communities. This role provides cross-community coordination, systems mapping support, data and resource inventory assistance, and administrative and facilitation support for governance tables, working groups, and sub-projects. The position plays a key role in moving forward integrated, consistent, and accountable system-wide approaches to addressing homelessness. This is a temporary role requiring 35 hours per week, scheduled to end on March 31, 2027.

Requirements

  • 3-year diploma or degree in social sciences, public administration, community development, project management, or a related field.
  • Minimum two (2) years' experience in project coordination, systems planning, community development, or administrative roles supporting multi-stakeholder initiatives.
  • Strong understanding of data systems, spreadsheets, and reporting processes
  • Strong facilitation, engagement, and communication skills.
  • Highly organized, detail-oriented, and able to balance multiple priorities.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook).
  • Strong documentation and administrative abilities.
  • Comfortable facilitating small groups or supporting larger facilitation efforts.
  • Ability to synthesize information into clear, accessible formats.
  • Strong relationship-building skills and comfort working across diverse partners.
  • Ability to navigate ambiguity and adapt to evolving project needs.
  • High ethical standards and ability to maintain confidentiality.
  • Valid driver’s license and access to a vehicle.
  • Ability to lift up to 20 lbs.

Nice To Haves

  • Experience with homelessness-serving systems, coordinated access, or system alignment preferred.
  • experience with HIFIS considered an asset.

Responsibilities

  • Support the development, maintenance, and organization of governance materials, including Terms of Reference, Table Charters, and membership records.
  • Coordinate logistics, scheduling, and documentation for governance tables across Cowichan, Nanaimo, and Penticton.
  • Record accurate minutes, decisions, and action items, ensuring timely follow-up and information flow.
  • Coordinate logistics, scheduling, and documentation for sub-groups and working groups associated with the Alignment Project.
  • Provide facilitation support as appropriate (agenda development, meeting preparation, note-taking, follow-up actions).
  • Ensure communication across sub-groups and governance tables is timely and consistent.
  • Provide coordination support to specific Tri-Lateral sub-projects, including tracking timelines, deliverables, and progress updates.
  • Assist in preparing materials, summaries, and progress reports for internal and external stakeholders.
  • Help maintain alignment between sub-project activities and overall project goals.
  • Assist in mapping local homelessness-serving systems, including pathways, referral processes, service access points, and system roles.
  • Support the cross-community comparison and alignment of service flows, ensuring consistency with Tri-Lateral Agreement goals.
  • Maintain documentation and visual system maps for stakeholder use.
  • Support the development and ongoing updating of community resource inventories (programming, services, funding, capacity, gaps).
  • Work with service providers, partners, and UWBC staff to ensure accurate and comprehensive resource listings.
  • Assist in identifying capacity gaps and informing system-level planning.
  • Provide administrative and coordination support related to HIFIS onboarding, training, and workflow documentation.
  • Assist in developing or updating triage and assessment tools within the HIFIS environment.
  • Support partners in understanding and using consistent triage and assessment processes aligned across regions.
  • Assist in gathering, organizing, and maintaining datasets required for governance tables, system-planning work, and alignment reporting.
  • Support data cleaning, formatting, and preliminary analysis as directed by the Housing Initiatives Manager.
  • Ensure data is handled in accordance with privacy, confidentiality, and UWBC protocols.
