About The Position

King County WTD is seeking a strategic, highly collaborative Conveyance Program Manager / Infrastructure Coordinator (Wastewater Construction Management III) to assist with system-wide conveyance capital and operating projects. Over the next several decades, our major treatment facilities and regional conveyance networks will undergo massive, complex system modernization and improvement initiatives to meet future clean water needs, satisfy evolving regulatory requirements, and advance resource recovery. Reporting directly to the Conveyance Supervisor, this critical role serves as the primary system operations subject matter expert (SME) and a vital conduit between the planning/delivery section and the frontline operations section. The successful candidate will drive collaboration, influence project sequencing, and ensure a seamless, reliable integration of multi-million-dollar infrastructure assets from pre-design through testing, activation, and ultimate hand-off across the entire utility network.

Requirements

Proven ability to work effectively with diverse project stakeholders and multi-disciplinary staff.
Experience with wastewater utilities, public works, infrastructure, design, construction, project control systems, mechanical systems, and/or asset replacement or equivalent.
Experience can also be in operating, monitoring, maintaining, and/or training on wastewater treatment systems.
Excellent oral and written communication skills, including experience facilitating group discussions, writing reports and memos, and preparing presentations.
Skilled in streamlining processes, process improvement and implementation including getting stake holder buy in.
Skilled in developing interpersonal relationships and instills trust.
Demonstrated proficiency of Microsoft Office suite (Word, Outlook, PowerPoint, and Excel), SharePoint, and database management systems.
Training in industrial first aid and confined space entry (or obtain within 6 months).
Flagging certification (or obtain one in 6 months).

Nice To Haves

Background with the conveyance system with knowledge of engineering and project management processes.
Experience at participating in facility improvement lifecycles, long-range facility planning, engineering blueprint reviews, and standard testing/activation processes.
Strong track record of fostering teamwork, resolving project bottlenecks, and building cross-functional trust across distinct engineering and operational workforces.
Exceptional ability to translate complex technical/operational realities to design engineers, contractors, vendors, and executive leadership alike.

Responsibilities

Serve as the Conveyance SME on core program teams, bridging communication gaps between engineering/delivery teams and frontline facility staff across the system.
Participate actively in long-range facilities planning.
Provides input on the sequencing and prioritization of uninterrupted operations during active construction.
Review comprehensive plans, engineering designs, and technical procedures for capital and ongoing projects.
Work with key stakeholders from project inception to ensure all requirements, training, and technical criteria are achieved prior to completion.
Cultivate strong, highly communicative rapport across workgroups, transforming organizational silos into collaborative partnerships.
Examine current workflows for transitioning damaged assets into the capital improvement program, identify bottlenecks, streamline the process for future projects.
