The primary role of this position will be to ensure the community based developmental disabilities system continues to progressively evolve with the changing needs of South Dakotans with ID/DD. The South Dakota Department of Human Services, Division of Developmental Disabilities, is seeking an organized and motivated individual to serve as the Grants and Contracts Project Manager. This role provides cross-division support to the Division of Developmental Disabilities, the South Dakota Developmental Center, and division leadership. This position will coordinate requests for proposals, grant reporting, overseeing contracts and budget tracking, support operational planning, and facilitate communications and reporting. This role ensures timely, compliant execution of grant requirements, contract deliverables, operational milestones, and leadership reporting across multiple programs.

Requirements

  • Bachelor's degree in public health, public administration, business, finance, health sciences, or a related field or an equivalent combination of education and experience
  • Demonstrated experience (2-3 years) in grants management, contract administration, project management, and program coordination
  • Experience with the States contract system, Cobblestone
  • Knowledge of grant management processes, including reporting, compliance, and application development
  • Knowledge of contract development, procurement practices, and vendor management
  • Knowledge of budgeting, tracking expenditures, and interpreting financial documentation
  • Knowledge of public health program operations
  • Knowledge of state and federal reporting systems or similar platforms
  • Skill to organize, track, and manage multiple concurrent projects and deadlines
  • Skill to prepare reports, summaries, and guidance materials
  • Skill to communicate and facilitate coordination across teams
  • Skill to analyze guidance, financial data, contract language, and operational requirements
  • Skill to use Microsoft Office (Excel, Teams, Word, SharePoint) and learn new software systems
  • Skill to problem solve and identify operational inefficiencies
  • Ability to interpret and translate grant guidance into actionable steps for program staff
  • Ability to collect, synthesize, and organize information from diverse sources
  • Ability to maintain accurate records and ensure compliance with timelines and standards
  • Ability to work collaboratively with teams, partners, and contractors
  • Ability to support leadership with clear, concise reporting
  • Ability to manage complex information with professionalism
  • Ability to apply project management principles and effective workflow practices
