About The Position

The Contract Manager is responsible for all Home Care consumer service contracts and provider relationships, overseeing the entire contract lifecycle, from negotiation and drafting to execution, compliance and termination. The Contract Manager is responsible for ensuring that contracts align with the agency mission, consumer needs, and adhere to the service guidelines and regulatory requirements outlined by the Executive Office of Aging and Independence (AGE).

Requirements

  • Bachelor’s Degree and supervisory experience in a related field or equivalent direct Aging Services Access Point (ASAP) and/or similar agency experience required.
  • Knowledge of the establishment and monitoring/evaluation of elder service delivery contracts, AGE programs, homecare programs and regulations, HIPAA, compliance and the effective ability to interact with vendor staff, case management staff, the fiscal department, MIS, and homecare department supervisory staff strongly preferred.
  • Excellent oral, written, and presentation communication skills, computer skills including MS Office, and the ability to troubleshoot as needed.
  • Experience working in a non-profit environment with seniors or disabled adults strongly preferred.

Responsibilities

  • Conduct provider auditing and oversee contract procurement process
  • Plan, execute, and oversee the contract procurement process.
  • Communicate contract application process to bidders, including advertisements, website postings, and direct communications to prospective bidders.
  • Review all applications and ensure compliance with AGE guidelines and requirements.
  • Analyze data with Director of Client Services on service utilization, consumer needs, and program funding to determine contract decisions and rate setting.
  • Present data to Board of Directors and Fiscal Department for review and approval.
  • Draft provider contracts and direct signing.
  • Create systems for tracking and maintain contract documents.
  • Conduct routine provider auditing as required by AGE and document findings. This includes auditing consumer files, provider employee files, and fiscal documentation.
  • Create corrective action plans as needed and conduct follow-up with providers and AGE.
  • Issue contract terminations as needed due to non-compliance.
  • Monitor ongoing state compliance requirements: Electronic Visit Verification (EVV), Home Care Worker Registry, Frail Elder Waiver (FEW) Provider Enrollments, Office of Inspector General (OIG) Check.
  • Oversee provider orientation and ongoing provider support.
  • Develop and lead provider orientation to review internal process for communication, referrals, service coordination and billing.
  • Receive requests for provider users in Wellsky system, technical questions or issues with Provider Contract Management System (PCMS) and submit tickets to state IT support.
  • Communicate state guidance, training, and updates to policies to providers.
  • Facilitate provider meetings as needed to review compliance with AGE requirements, audit results, specific consumer challenges, service complaint follow-up, etc.
  • Conduct outreach to prospective providers to procure contracts outside of regular contract cycle as needed and directed by the Director of Client Services.
  • Monitor provider quality assurance and oversee strategies for quality improvement.
  • Collaborate with Quality Department to conduct annual provider surveys, compile data, and follow-up on results.
  • Oversee provider complaints and incidents, documenting reports, following up with providers and consumers involved, and conducting any additional reporting such as critical incident reports to AGE or Department of Public Health (DPH).
  • Monitor and send report of consumers in need of service and strategize with providers on how to fulfill consumer needs.
  • Assist in education and resources to MSS staff about the provider network and service fulfillment.
  • Coordinate and host in-service trainings with providers and MSS staff.
  • Maintain updated provider contact information, rate sheets, and referral forms in agency resources.
  • Present provider contract updates or changes to Board of Directors or Home Care Staff Meetings as needed.
  • Provider data entry and updates in the Wellsky system and compliance data in Provider Contract Management System (PCMS).
  • Set up new providers and new individual users in Wellsky and facilitate state IT tickets.
  • Update provider and agency contract data in Wellsky: Dates, service types, and rates.
  • Input contract statuses and audit data in PCMS.
