About The Position

This position is a part of the Field Reports group and ensures compliance with state and federal regulations and labor policies such as Davis-Bacon and Related Acts (DBRA) for federally funded highway construction projects. This position facilitates the proper reporting of prevailing wages, fringe benefits, apprentice utilization, and resolution of employee wage violations. The information is then disseminated to ADOT Field Offices, contractors, and subcontractors. Reports to upper management to certify that all federal labor laws are being uniformly enforced for all contractors and subcontractors. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Requirements

  • Davis-Bacon labor laws as defined in section 29 of the Code of Federal Regulations and Federal Highway Administration (FHWA) section 1273.
  • FHWA regulation and policies in regards to construction practices.
  • USDOL regulations and policies.
  • Analysing an preparing data.
  • Written and verbal communication.
  • FAST software
  • Various computer software programs including Microsoft Office and Google Workspace.
  • Communicate technical details to non-users.
  • Complete basic math calculations.
  • Valid driver's license - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
  • Mandatory participation in the Arizona Retirement System (ASRS) is required.

Nice To Haves

  • Two years of experience in reviewing and evaluating payroll documents.

Responsibilities

  • Provide oversight and compliance verification of contractor's compliance with DBRA provisions. Includes reviewing wage decisions, payroll records, employee interviews, fringe benefits, and apprenticeship/trainee documentation. Recording document findings and performing follow up actions.
  • Review and approve contractor apprentice/trainee documents for compliance with bona fide unions, state agencies, and contractor programs. Compile those documents, input them into appropriate databases, and communicate finding with United State Department of Labor (USDOL), ADOT Field Offices, and Contractors.
  • Process requests for additional classifications, wage rates, and fringe benefits for submittal to the USDOL for approval. Assist supervisor to investigate and resolve wage violation complaints from contactor employees. May require instate travel and overnight stays. May drive a State vehicle. Assist supervisor in the creation of the reports and tracking methods.
