About The Position

QED Systems, LLC is currently recruiting a Contracts Analyst to join our team at Fort Belvoir, VA to support our customer, Product Manager Force Protection Systems (PM FPS). This role involves supporting acquisition requirement packages, contract administration, and providing expert assistance in accordance with FAR regulations and Army guidelines. The analyst will develop and review various acquisition documents, provide analyses and recommendations for contract actions, and represent the PM at meetings with external organizations. The position also requires serving as a technical advisor for source selection boards and assisting with the review and management of contractor schedules, deliverables, and data. Additionally, the role involves conducting technical program management, budgeting, scheduling, risk management, and performing administrative duties to support the Business Management Division.

Requirements

Bachelor's Degree required.
Seven (7) years of applicable DoD contract management experience required.
ACTIVE CLEARANCE LEVEL REQUIRED: Secret

Degree preferably in program management, engineering, systems management, business management, computer sciences, information management, or related discipline.

Responsibilities

Supports the planning, initiating, tracking, and preparation of Acquisition Requirement Packages (ARPs), policies, contract administration support, and provides expert assistance in accordance with FAR regulations and other Army guidelines.
Develops/Reviews documents including, but not limited to: Acquisition Plans and Strategies, Performance Work Statements (PWS) / Statement of Objectives (SOO), Requests for Proposal (RFP) / Requests for Quotation (RFQ), Contract Data Requirements Lists (CDRLs), Quality Assurance Surveillance Plans (QASP), Service Contract Approval Requests, Requests for Information, Independent Government Cost Estimates (IGCE), Cost Benefits Analyses, Procurement Work Directives (PWDs), Funds Requests, Market Research, Technical Evaluations.
Provides analyses and recommendations for any contract and programmatic actions required to meet mission requirements.
Represents the PM at designated meetings with external organizations to discuss program requirements, contract/project planning, support, and operational needs, as requested by Product Office Leads.
Serves as the PM representative with all contracting agencies and may serve as technical advisor for source selection boards, when requested by the Government.
Assists with the review of, and provides recommendations related to, the Product Offices’ Contractors’ schedules, CDRL deliverables, IMS, and provide input and recommendations in the development, maintenance, and assessment of multiple concurrent program schedules.
Tracks, reviews, and manages data; makes recommendations related to the Product Offices’ Contractors’ deliverables and requests (information, item disposition, travel, shipment, and purchase requests).
Provide inputs and recommendations in the development of spend plans and provide data analysis and spreadsheets to assist in the management of the program.
Conduct technical program management, budgeting, scheduling, trade-off analysis, lifecycle costing, risk management, supportability, test and evaluation, and requirements development.
Assist with conducting integrated baseline reviews, compliance integrated baseline reviews, compliance reviews and cost/schedule status report reviews as needed in support of PM FPS programs.
Perform research and analysis to develop supporting documentation for PM FPS to include such items as programming, POM (Program Objective Memorandum), Purchase Request Forms, and Business Management data calls task requirements in addition to preparing and submitting programmatic/budget data into designated acquisition and financial databases.
Performs administrative duties in support of the Business Management Division to include maintaining databases, running internal reports, Paperless Contract Files uploads, and managing routine tracking tasks.
