About The Position

The Contracts Administrator III reports directly to the Manager, Procurement. This position performs highly advanced (senior level) contract management work. Work involves developing and evaluating a broad range of contracts for goods and services, as well as expertise in specialized areas. Work under general direction with extensive latitude for independent judgment and action. Administer resulting contracts through closure.

Requirements

  • Bachelor’s degree in business administration or a related field. Related experience may substitute for educational requirements on a year for year basis up to four (4) years.
  • Six (6) years direct experience in the procurement field, which includes four (4) years in government or transit related field using formal solicitation methods and contract administration
  • Ability to conduct research, compile and analyze data, and make complex estimations.
  • Ability to evaluate contracts and recommend future status; to interpret policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements; to negotiate the features of a contract.
  • Excellent communication skills which include the ability to communicate clearly and concisely in writing and orally and to produce documents using proper sentence structure, grammar, and punctuation.
  • Ability to maintain fiduciary obligation when handling materials and information of a confidential nature.
  • Ability to travel 5-10% of the time.

Nice To Haves

  • Certified Purchasing Manager, (CPCM) Certified Purchasing Contracts Manager, (CPSM) Certified Professional in Supply Management, (CPPO) Certified Public Procurement Officer, (APDP) Acquisition Professional Development Program or similar career level certification preferred but must obtain within one (1) year of employment.
  • Familiarity with the Federal Transit Administration’s Circular 4220.1G and Chapter 451 of the Texas Transportation Code is preferred.
  • Knowledge of Oracle for procurement reporting preferred.

Responsibilities

  • Develop contracts by identifying provider resources, assisting department and project managers with development of specifications and statements of work, and negotiating contract specifications.
  • Establish pre-negotiation positions, lead negotiations, and develop price negotiation memoranda.
  • Develop formal solicitations such as Invitation for Bids (IFB), Request for Purchase (RFP), and Statement of Qualifications (SOQ) in compliance with all applicable rules and regulations.
  • Develop proposal evaluation instruments; analyze proposals and bids, conduct responsibility surveys, and make responsiveness determinations.
  • Monitor contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies; and recommend cancellation of contracts when deviations occur.
  • Perform cost/price analysis and recommend vendors for award.
  • Prepare findings of fact associated with contract disputes.
  • Conduct needs assessment to determine requirements for the purchase of goods or services.
  • Negotiate contract renewals and modifications.
  • Review insurance certificates and bid, performance, and payment bonds for compliance.
  • Prepare contract management plans and perform contract surveillance to ensure contractor compliance.
  • Identify training needs and conduct training.
  • Provide guidance regarding contract administration, policies, and procedures.
  • Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action and reporting safety and security concerns.
  • Perform other duties as required and/or assigned.
