About The Position

The Field Intelligence Element (FIE) invites candidates to apply for a Contractor SAP Security Officer (CSSO) who will support the Special Security Office, leading on-site execution of program security requirements for assigned Special Access Program (SAP) program(s), to include designing and successfully conducting a security program which ensures compliance with regulatory guidance in the Field Intelligence Operations Division, National Security Sciences Directorate at Oak Ridge National Laboratory (ORNL). This position develops, implements, interprets, and applies existing various U.S. Government regulations, Intelligence Community and DOE regulations and directives, while maintaining active engagement supporting other team's assigned portfolio of programs. Department of War (DoW) SAP experience preferred.

Requirements

  • BS and 5 years of relevant experience. A combination of education and experience may be considered.
  • Active, current, in scope US Top Secret or DOE Q security clearance is required.
  • Must be willing to obtain SCI.
  • Candidate must maintain clearance eligibility and be willing to undergo a polygraph examination as required.

Nice To Haves

  • Knowledge of DOE and DOE security practices and procedures.
  • Knowledge of DoD Special Access Programs management, policies and procedures, and Special Security Office procedures and policies within DOE or DoD.
  • 8+ years of DoW, DOE, and security management work experience.
  • Strong working knowledge of NISP/SAP/SCI security regulations.
  • Department of War experience preferred.
  • Department of War SAP Experience a plus.
  • Excellent written communications, eye for details, strong communication, interpersonal and organizational skills.
  • Knowledgeable in MS Office Suite.
  • Motivated self-starter with capacity to work independently and to participate creatively in collaborative teams across the laboratory
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks and adapt to constantly evolving needs

Responsibilities

  • Planning and supervising classified information systems, controlled areas, and alarms or emergency conditions.
  • Assisting with personnel security processing.
  • Conducting periodic self-inspections.
  • Coordinating implementation/completion of corrective action plans.
  • Developing required security databases.
  • Investigating and reporting security violations/adverse information reports.
  • Creating mitigation plans or pathways to resolve deficiencies with the key partners and the cognizant government security agency.
  • Create, implement and provide oversight of protocol and guidance, as well as policies and procedures for all security subject areas as they pertain to special programs and ensure compliance of security requirements to maintain compliant security posture.
  • Develop and implement Standard Operating Procedures (SOP) that assures compliance with government regulatory manuals, as well as develop and manage a recurring security education and training program.
  • Manage and plan/approve the construction and/or modification of work areas IAW the government's physical security specifications.
  • Support business development by providing security requirements and the estimation of security support for proposals.
  • Participate as an active member of special security working groups in the SAP and/or SCI community and implements "best-practice" solutions.
  • Perform courier duties in the local area and in the U.S. as needed.
  • Conduct administrative inquiries of security program non-compliance. Work with Security leadership to investigate, prepare, and submit written investigative reports.
  • Implement a method of inspection, audit and analysis of security functions to determine performance.
  • Respond to multiple tasks to identify solutions for emerging requirements, frequently with short turnaround times.
  • Maintain knowledge and understanding of security community policy changes, communicate pertinent changes, and manage implementation of compliant solutions.
  • Must use sound judgment and good business practices, while maintaining good working relationships with internal and external customers.
  • Collaborate with IS and Industrial security staff to develop corporate-wide security education, training, and awareness and/or special briefings.
  • This position may lead, manage, or supervise other team members, or serve in an individual contributor capacity.
  • Supervisory duties include HR-related activities such as training, performance evaluations, hiring, etc.
