About The Position

This position works on site daily at the assigned work location and will provide administrative support services to assist the DOE/NNSA within the Department of Energy National Nuclear Security Administration, Savannah River Field Office (DOE/NNSA-SRFO) at the Savannah River Site in Aiken, SC. This position directly supports the Contractor Industrial Relations Team in ensuring adherence to Davis Bacon Act (DBA), Service Contract Act (SCA) and other regulatory requirements. This position will aid in response to requests on related issues, conduct labor checks, review payroll submittments and other duties as assigned.

Requirements

  • HS diploma or GED is required
  • Experience identifying standards and requirements; compliance oversight and identifying and documenting systemic issues is required.
  • Experience in a field requiring knowledge of Federal labor standards, administration, laws, and regulations.
  • Current driver’s license for use in security check
  • Proof of U.S. citizenship required or authorization to work in the U.S.
  • Active Q Security Clearance required
  • Must obtain and maintain Radiological Worker I certification - required
  • Prepare and maintain action log and file plan.
  • Must have proficient time management and organizational skills
  • Ability to create professional quality correspondence, documents, and reports including formatting and content
  • Ability to maintain databases, and the ability to speak effectively to individuals in person, on the telephone, or via e-mail
  • Must be skilled in interviewing and conducting internal investigations
  • Must be proficient in Internet based systems
  • Must be proficient in the use of office equipment, including computers, scanners, fax, and copiers.
  • Must be proficient in the use of Microsoft Office (Word/Excel/PowerPoint).
  • Must be able to analyze contractor data to include (but not limited to) labor standards classifications, labor standards compliance, and personnel classifications

Nice To Haves

  • Experience in administering Federal policies and procedures as they relate to labor standards, enforcement, and compliance is optimal.

Responsibilities

  • Serve as subject matter expert for the 3 labor standards that govern Federal Prevailing Wage Determination.
  • Respond to contractor requests for assignment of SCA wage determinations.
  • Review contractor work order reports and provide recommendations to the federal contracting officers.
  • Assist contractor personnel in resolving uncertainties related to proper classification of work.
  • Examine weekly payroll submissions for accuracy and compliance with regulatory requirements.
  • Review construction craft worker payrolls for statutory compliance, correct compensation amounts, and monitor overtime usage.
  • By using field observations, conduct labor checks to ensure accuracy and compliance with regulatory requirements.
  • As needed, conduct field interviews of craft workers to identify possible issues.
  • Receive and process draft electronic Form 98 (E98) wage determination requests.
  • Maintain an E98 request action log.
  • Provide any Department of Labor comments to SRFO for resolution.
  • Develop and maintain a contractor labor relations file plan.
  • Prepare and maintain records.
  • Other duties as assigned within the scope of the position.
