About The Position

The Business Services Directorate (BSD) provides crucial financial, procurement and sales, and project management services to PNNL, as required under our management and operations contract for operating the Lab on behalf of the Department of Energy. Requirements

  • BS/BA and 7 years of relevant contracting experience experience -OR- MS/MA or higher and 5 years of relevant contracting experience
  • Working knowledge of purchasing and subcontracting processes and ability to apply this knowledge along with internal policies and business issues on behalf of PNNL and its sponsors required

Nice To Haves

  • Experience effectively communicating internally and externally with project staff, Accounts Receivable, DOE, and sponsors, etc.
  • Familiar with business systems, (e.g., EPR, WALS, Web Reports, PMR/Insight) is preferred
  • Working knowledge of business/contract negotiations, and regulatory compliance preferred
  • Demonstrated working knowledge of DOE O. 481.1 and 484.1 and DOE P 485.1A

Responsibilities

  • Negotiating and administrating contract mechanisms from cradle to grave with non-federal partners, such as commercial entities, universities, and other governmental agencies.
  • Strategy development
  • Leading bid-no-bid decisions
  • Client relationship management
  • Proposal development
  • Leading contract negotiations
  • Monitoring contract compliance technical, financial, and contractual performance
  • Interpretation of government legal and corporate requirements.
  • Applying the framework of PNNL’s policies and procedures, DOE Orders/Directives and PNNL’s DOE financial system requirements in support of Cooperative Research and Development Agreements (CRADA), Strategic Partnership Projects (SPP), and Agreements for Commercializing Technology (ACT).
  • Executing NF SPP and ACT contracts.
  • Leading Risk assessment meetings with Technical management
  • Plans, develops and participates in training of contractual requirements
  • Briefs company management on contracting activities
  • Responsible for providing discipline specific sales contract expertise
  • Administering contracts, including terminations and closeout activities
