About The Position

The primary purpose of this position is to develop and administer roughly 26 janitorial contracts for cleaning services in 80 state buildings totaling approximately 2 million square feet. This position assists the DOA Purchasing Officer in the development and preparation of specifications, requests for proposals, invitations for bids, and in the development of solicitations. Post Award responsibilities make up a large portion of what is performed daily to include administering the contract, quality assurance, manage subcontracts, manage changes in contract, approving invoices, and closing out contracts (As defined by National Contract Management Association – NCMA Outline of Competencies). This position is also responsible for development of quality assurance inspection programs and procedures, and the planning/scheduling of major maintenance services (stripping, waxing, carpet cleaning, etc.). This position serves as the primary customer liaison with facility managers, building coordinators, and building occupants to resolve complaints/problems and to schedule major maintenance services. This position also plans, directs, reviews, and evaluates the work of 4 subordinates.

Requirements

  • Basic knowledge of contracts
  • Ability to compose general, routine documents and correspondence
  • Ability to gather and present technical information in oral and written form
  • Ability to understand and process technical data as related to contracts specifications
  • Bachelor’s degree in Business or a closely related field from an appropriately accredited institution or an equivalent combination of education and experience

Responsibilities

  • Contract Management – Reviews and provides guidance in the preparation of janitorial service/special services contracts and amendments; create Statement of Work for each building and verify that all contractual clauses are included in documents; manage all options and renewals of agreements.
  • Contract Administration - Manage vendor performance in relation to contractual agreements; ensure compliance with terms and conditions of contracts; track all payments to vendors; coordinate and confer with DOA-Purchasing Officer on contractual items; schedule all contract required maintenance.
  • Maintains contract files and records, prepares status reports, schedules and leads contract required vendor meetings; process payments and reconcile differences with Fiscal.
  • Prepares all vendor communications and reports; develops, retains, and updates databases and vendor performance metrics.
