About The Position

The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Contract Technician position within Community Services (CS), Community Care Services (CCS), Community Care Services Contracts (CCSC) Section. This position performs (senior-level) technical administrative support and technical assistance to HHSC staff and contracted agencies requiring familiarity with laws, rules and regulations that pertain to the contracts division. May assist with monitoring reviews and complaint investigations by accompanying HHSC Contract Specialists to contracted agencies and clients’ homes. Assists Contract Specialists with preparation of material for presentation to various types of contractors. Assists unit manager in completing monthly reports, maintaining databases and special assignments as needed. May order and maintain supplies for unit. Researches and processes contract pre-and post-monitoring activities to include verification of billings for fiscal accuracy and completeness. Produces documents utilizing software packages and prepares special routine reports as needed. Tracks and monitors assignments for analyzing and making calculations for the preparation of statistical reports. Responds to inquiries from both internal and external sources for the purpose of providing assistance to contract agency staff on eligibility, policy, documentation and billing procedures. Maintains and reviews contract file information and verifies and updates contract data included in the contract management database. Works under general supervision, with moderate latitude for the use of initiative and independent judgement. Performs other related work as assigned. This position handles relatively complex contract administrative support and technical assistance. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Requirements

  • Knowledge of community care services programs, policies, rules and regulations.

  • Skill in the use of a computer and applicable software.
  • Ability to collect, analyze, and interpret technical information; to make arithmetical computations and tabulations; to identify problems and plan corrective actions; to prepare and submit reports; to derive information from observations and interviews; to understand and follow instructions.
  • Ability to develop and maintain document tracking and filing system manually and with a computer.
  • Ability to effectively communicate orally and in writing.
  • Ability to provide guidance to others and to work in a team environment.
  • High School diploma or GED.
  • Experience in performing data entry using Microsoft Word and Excel.
  • Experience in interpreting policies, rules and regulations of State and/or Federal laws.
  • Experience in proofreading and editing forms, memos, correspondence, and other documents.
  • Experience in making decisions based upon interpretation of federal and state laws.
  • Employees must have a valid driver’s license to perform duties.

Nice To Haves

  • Experience in HHSC Community Care Services preferred.
  • Experience in contract management and monitoring preferred.

Responsibilities

  • Maintains records, implements and evaluates filing systems or logs for effectiveness, including filing and retrieving.
  • Tracking and monitoring assignments for analysis, calculations, and the preparation of reports. This includes monthly monitoring and complaint activity reports and quarterly contract management reports.
  • Provides information regarding policies, procedures, rules, regulations, and standards to others such as staff, applicants, contractors, individuals, vendors, stakeholders, and public officials.
  • May gather statistical information and compile reports and charts reflecting the status of the contract activity.
  • Assists contract management staff with all contract monitoring review activities.
  • Participates as part of the monitoring review team under the direction of the lead monitor.
  • Performs additional tasks and assignments as necessary and upon the request of unit manager.
  • May provide assistance with new provider orientation and sending requested contract application packets.
  • Performs technical support for work assigned such as drafting correspondence and documents, maintaining schedules and preparing pre-monitoring and post contract monitoring activities.
  • Distributes job assignments and work to contract specialists.
  • Sends notifications to contractors advising them of monitoring visits.
  • Performs technical support for work assigned and schedules and assists with pre-monitoring and post monitoring contract activities.
  • Accesses and gathers information from various HHSC databases such as SASO, COGNOS, Provider On Line, Provider Support Windows, SCOR, and Electronic Visit Verification system.
  • Communicates effectively with others (internally and externally) to provide, exchange, or verify information, answer inquiries, address issues, and resolve problems.
  • This includes identifying billing payment problems and resolving the problems via extensive billing and payment research which includes contact with program and agency staff.
  • Completes additional tasks, projects, or assignments upon request of the unit manager or other staff.
  • Must also perform other duties as assigned and necessary.
