About The Position

Perform advanced (senior-level) contract management work for the Vendor Outreach Branch (VOB) of the Vendor Management & Operations (VMO) Unit. Work supports the United States Department of Agriculture Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) program. Responsible for developing contracts/renewals/amendments, completing requisitions, describing services to be rendered, evaluating information supplied by vendors, and monitoring vendor contracts. Responsible for processing vendor applications, including determining eligibility, as well as intake of application and contracting documentation. Serve as the liaison between the Unit, WIC vendors, WIC Program Services, HHSC Procurement and Contracting Services, and Office of Chief Counsel for contracts, renewals and amendments. Monitor legal, regulatory and agency requirements pertaining to WIC vendor contracting and monitoring and resolving issues/problems relating to WIC vendor contracting. Responsible for reporting related to contracting in the Unit. Provide input for strategic planning actions and make recommendations and assist with implementation of new or changed business workflows. Involved with policy and procedure development and revisions. Assist with leading and/or prioritizing the workload of others in regard to contracting. Work under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Must be a Certified Texas Contract Manager (CTCM) - this must be indicated on the application and will be verified through the Texas Comptroller of Public Accounts' website
  • At least two (2) years of experience with developing, managing, or monitoring contracts for the State of Texas
  • At least two (2) years of experience in policy/procedure development or revision
  • At least two (2) years of experience in creating reports
  • State of Texas contracting and procurement/purchasing regulations, developing contracts, contract monitoring
  • Project management principles
  • State and federal laws, regulations, policies, rules and requirements related to the WIC program
  • Strategic planning and/or business process improvement
  • Effective verbal and written communication
  • Identifying problems, evaluating alternatives, and implementing solutions
  • Working collaboratively and cooperatively with diverse groups

Responsibilities

  • Responsible for the planning, development, and implementation of WIC vendor contracts, renewals, and amendments. Responsible for completing requisitions, describing services to be rendered, evaluating information supplied by vendors, and monitoring vendor contracts. Provide guidance and input regarding contract administration, policies and procedures. Responsible for processing vendor applications, including determining eligibility, as well as intake of application and contracting documentation. Serve as the liaison between the Unit, WIC vendors, WIC Program Services, HHSC Procurement and Contracting Services, and Office of Chief Counsel for contracts, renewals and amendments. (55%)
  • Monitor legal, regulatory, and agency requirements pertaining to contracting. Monitor status of contracts. Resolves issues/problems relating to WIC vendor contracts. Responsible for reporting related to contracting in the Unit. (25%)
  • Provide input for strategic planning actions, policy and procedure development and revisions, and make recommendations and assist with implementation of new or changed business processes. (10%)
  • Assist with leading, and/or prioritizing the workload of others. (5%)
  • Perform other duties as assigned including but not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. (5%)
