About The Position

Dynamic Science, Inc. is recruiting a dedicated Contract Site Manager for Air Traffic Control services at Biggs Army Airfield / Fort Bliss, Texas, contingent on award of Solicitation W911S826RA015. The Site Manager is the on-site authority for daily contract operations and the primary point of contact for the Contracting Officer and COR. This is a management position. It is not a working controller seat and will not be placed on the operational shift schedule.

Requirements

  • Minimum six (6) years of Army ATC experience controlling aircraft at Army locations.
  • Minimum eight (8) years of managerial or supervisory experience related to Army ATC operations.
  • Demonstrable supervisory experience as a subject-matter expert in Army ATC.
  • U.S. citizen (or otherwise authorized) and able to obtain and maintain an active SECRET (Tier 3) clearance. Interim SECRET is acceptable only until final adjudication.
  • Valid driver’s license and willingness to register a privately owned vehicle on Fort Bliss.
  • Able to relocate to the El Paso / Fort Bliss area and be on site no later than the start of phase-in (18 February 2027, subject to award).

Nice To Haves

  • A degree in Business Management may equate for up to half of the supervisory requirement.
  • Prior tower rating or CTO is not required for this position. It is evaluated on Army ATC experience and supervisory experience only.

Responsibilities

  • Act for DSI on all daily contract matters and attend the daily 0800 synchronization meeting at Building 13488.
  • Be physically present at Fort Bliss during normal duty hours, Monday–Friday, 0800–1700, excluding Federal holidays, and remain reachable by phone evenings, weekends, and holidays.
  • Ensure each Tower and AIC shift is manned to the PWS minimum (two qualified personnel at each facility, 24/7/365) without using the Site Manager as a controller.
  • Ensure ATC systems are operationally acceptable and that facilities collect and safeguard mishap, emergency, and violation data.
  • Ensure monthly currency is tracked and posted in each facility, and that Tower and AIC training and rating programs follow prescribed Army regulations.
  • Lead phase-in (60 days), quality-control reporting, key-control, security in/out-processing, and COR interface.
  • Do not perform direct ATC or AIC control services, and do not hold any other PWS position at the same time.
