About The Position

PSCI-LIA, a fast-growing 8(a), SDVOSB, and woman-owned small business, is seeking a Contract Manager for an upcoming contract. The Contract Manager (CM) is the contractor's single point of accountability for daily performance of the California Air National Guard's Drug Demand Reduction Program (DDRP). The CM has full authority to act for the contractor on all contract matters, works through the COR to resolve issues and receive technical instructions, supervises the DDRP Specialist team performing on-site urinalysis testing, ensures compliance with DAFMAN 44-197, AFMAN 44-198, DoDI 1010.01, and DoDI 1010.16, and is the installation's primary point of contact for DDRP testing, prevention, education, and outreach.

Requirements

  • Bachelor's degree REQUIRED (Public Health, Health Administration, Criminal Justice, Behavioral Science, Public Administration, or related).
  • Minimum 7 years of professional experience managing federal urinalysis / drug demand reduction / employee assistance / substance abuse testing programs.
  • Demonstrated supervisory experience over field-based testing teams.
  • Direct experience implementing DAFMAN 44-197 and AFMAN 44-198 (or substantially similar DoD/Air Force/Army/Navy drug-testing programs).
  • Experience operating in the Drug Testing Portal (DTP), iFTDTL, AFMRA-approved training systems, and DD Form 2624 chain-of-custody.
  • Experience preparing FFP federal services contract deliverables (QCP, OPSEC plan, quarterly metrics, MFRs, AARs).
  • Experience training military or civilian personnel as Trusted Agents, DTPAMs, Observers, and backup collectors.
  • Proficient in MS Outlook/Teams, NIPRNet, CarePoint, and DoD records-management systems (AFRIMS).
  • Strong written and oral communication skills for executive-level reporting to Wing Commanders, SJA, and Security Forces.
  • US Citizenship required.
  • Must qualify for and obtain/maintain a Common Access Card (CAC) per PWS 1.4.5. Requires a favorable Tier 1 (T1) investigation or higher, OPM background investigation, and FBI fingerprint check.
  • Must NOT have any record of conviction by a civilian criminal court (PWS 1.4.7).
  • Must NOT have any medical or mental health condition that precludes responsible performance of drug testing duties.
  • Must complete AT Level I Antiterrorism Awareness training within 15 calendar days of CAC issuance; Cyber Awareness Challenge before network access (annually); OPSEC and Records Management training; Information Assurance / IT certification if performing IA/IT functions (DoD 8570.01-M baseline).
  • Must complete AFMRA-certified Train-the-Trainer training for DDR processes within initial onboarding window.
  • Must provide proof of WDDRPM (Wing Drug Demand Reduction Program Manager) training completion/certification within 5 business days of completion (PWS 1.4.7.1 / DE-12).
  • Must abide by the U.S. Government's zero-tolerance policy on Combating Trafficking in Persons (PWS 1.4.11).

Nice To Haves

  • Master's degree preferred.
  • Prior military service in the Air National Guard, Air Force, or DoD as a DDR Program Manager (WDDRPM), DTPAM, or Substance Abuse Counselor.
  • AFMRA Train-the-Trainer certification (active or recent).
  • WDDRPM (Wing Drug Demand Reduction Program Manager) certification.
  • Certified Substance Abuse Counselor (CSAC), CADC, ICRC, or LADC credential.
  • Project Management Professional (PMP) certification.
  • Active California driver's license and willingness to travel to all 7 CA ANG sites.

Responsibilities

  • Serve as the contractor's Contract Manager (CM) per PWS 1.4.9 with full authority for all contract matters; designate an alternate CM in writing to the KO (DE-13).
  • Develop, submit, and execute the Phase-In Plan; have all personnel on board within 30 calendar days of contract award (PWS 1.4.15).
  • Submit and maintain the Quality Control Plan (QCP), OPSEC Plan, CAC request list, and required training certifications.
  • Serve as primary point of contact for DDRP testing procedures, results, metrics, and prevention/education/outreach initiatives (PWS 5.1.7).
  • Coordinate scheduling of testing across 7 CA ANG sites; align with Regularly Scheduled Drills (RSDs) and Annual Training (AT).
  • Oversee specimen collection, packaging, storage, and shipment to AFMRA/SGBD within 2 business days (PWS 5.3.9).
  • Generate DDRP reports and metrics from the Drug Testing Portal (DTP); submit quarterly metrics to the cognizant Wing Commander within 15 calendar days of quarter end (PWS 5.4.5).
  • Manage Prevention, Education, and Outreach (PE&O) events; deliver at least one annual PE&O event with After-Action Report within 45 days (PWS 5.5.6 / DE-25).
  • Train government-appointed DTPAMs, backup collectors, Trusted Agents, and Observers per AFMRA/NGB/SG standards (PWS 5.2.2 / DE-16).
  • Maintain DDRP performance benchmarks: untestable specimens below 1%; 7%/monthly or 21%/quarterly end-strength testing minimum; 9%/monthly or 27%/quarterly target.
  • Develop corrective action plans when benchmarks are missed; coordinate with Installation Commanders on documented corrective steps.
  • Manage contractor travel approvals per the Joint Travel Regulation (JTR); submit itinerary and costs 15 business days prior to travel (DE-15).
  • Coordinate monthly with Civilian Personnel Office / HR to reconcile Testing Designated Position (TDP) listing against DTP selections (PWS 5.4.12).
  • Ensure all contractor personnel maintain CACs, complete AT Level I, Cyber Awareness Challenge, OPSEC, and Records Management training, and IA/IT certifications as required.
