About The Position

This is a highly responsible supervisory position within the Office of Child & Family Well-Being, Business Operations, Contract Management Services Unit. The position serves as the Contract and Procurement Supervisor responsible for planning, directing, and overseeing contract management and procurement activities supporting statewide child welfare services. The position supervises professional contract management staff and provides leadership and oversight for the development, procurement, negotiation, execution, monitoring, and closeout of complex service contracts. The incumbent serves as a consultative advisor to leadership and program offices on contracting strategy, procurement processes, policy interpretation, and operational improvements related to contracted services. The position ensures contracts are administered in accordance with federal laws, Florida Statutes, Florida Administrative Code, and Department operating procedures. The supervisor also establishes processes to ensure proper contract file management, invoice review, fiscal accountability, and performance monitoring. The incumbent performs all duties and responsibilities in alignment with the Department’s Core Values by operating with integrity, maintaining adherence to ethical standards, ensuring transparency and accountability, and supporting high-quality services for vulnerable populations.

Requirements

  • Bachelor’s degree from an accredited college or university in business administration, public administration, management, finance, accounting, or a related field.
  • A master’s degree from an accredited college or university may substitute for one year of the required professional experience.
  • Relevant professional or nonprofessional experience may substitute for the required college education on a year-for-year basis in accordance with State of Florida classification requirements.
  • Four (4) or more years of professional experience in contract management, procurement, grant management, program administration, management analysis, systems analysis, program evaluation, engineering, or other administrative or operational work related to managing complex service contracts.
  • Proficiency in Microsoft Office Suite, including Word, Excel, Outlook, and Teams.
  • Ability to analyze and manage contract documentation, financial tracking data, and performance reporting using spreadsheet and reporting tools.
  • Male candidates born on or after October 1, 1962, will not be eligible for hire or promotion into an authorized position unless they are registered with the Selective Service System (SSS) before their 26th birthday or have a Letter of Registration Exemption from the SSS.
  • Must successfully complete a State and National criminal history check as a condition of employment before beginning employment, and also be screened in accordance with the requirements of Chapter 435, F.S., and, if applicable, Chapter 408, F.S.
  • Participation in the State of Florida Direct Deposit Program is required as a condition of employment per F.S. 110.113, and enrollment must be completed within the first 30 calendar days of your appointment.

Nice To Haves

  • Experience managing contracts subject to the requirements of sections 402.7305 and 287.057, Florida Statutes, is preferred.
  • For contract managers responsible for contracts exceeding statutory thresholds, the position must comply with the training and certification requirements established in section 287.057(15), Florida Statutes, including completion of contract management training and certification as a Florida Certified Contract Manager (FCCM) within six months of assignment.
  • Positions responsible for oversight of contracts exceeding $10 million annually must possess at least five (5) years of experience managing contracts in excess of $5 million annually in accordance with section 287.057(15)(d), Florida Statutes.
  • Experience supervising professional staff
  • Experience managing large or complex service contracts
  • Project Management Professional (PMP) or Florida Certified Contract Negotiator (FCCN)
  • Experience working with contract management systems, financial and accounting systems, and state data systems used for contract monitoring and invoice reconciliation is preferred.

Responsibilities

  • Supervises and directs professional contract management and procurement staff, including assigning work, providing training, evaluating performance, and making recommendations regarding hiring, promotion, disciplinary action, and other personnel decisions.
  • Plans and directs the activities of the contract management unit, including oversight of contract development, procurement activities, negotiations, contract execution, monitoring, and closeout.
  • Serves as a consultative advisor to program leadership on contracting strategy, procurement planning, and the development of contract scopes of work and performance measures.
  • Ensures compliance with federal and state laws, Florida Statutes, administrative rules, and Department policy related to contractual services and procurement activities.
  • Oversees the development, implementation, and maintenance of unit procedures for contract administration, including contract file management, invoice receipt and review, approval processes, and documentation standards.
  • Reviews and evaluates contract management processes and recommends improvements to enhance efficiency, accountability, and compliance with regulatory requirements.
  • Provides leadership oversight for contract monitoring activities to ensure contractors meet performance expectations and contractual deliverables.
  • Coordinates with internal partners including program offices, fiscal staff, and legal counsel to resolve complex contract management issues and ensure effective service delivery.
  • Participates in contract negotiations and procurement activities to ensure the Department obtains services in the most cost-effective and efficient manner possible.
  • Communicates with federal, state, and local stakeholders to address contract issues and support coordination of contracted services.
  • Provides reports and briefings to leadership regarding contract performance, procurement activities, and operational risks.
  • Ensures accurate maintenance of official contract files and records in accordance with state requirements.
  • Develops and implements processes to ensure proper review and approval of invoices and financial documentation associated with contractual services.
  • Performs other duties as assigned.
