About The Position

Reporting to the Assistant Deputy Minister, Corporate Services, The Contract Manager, Commercial Airline is responsible for the comprehensive oversight, coordination, and performance management of the Government of Nunavut’s Service Agreement for Medical Travel, Family Services Travel, Duty Travel, and Less‑Than‑Load (LTL) Air Freight (2025 Travel Agreement). This role ensures that all contractor‑delivered air transportation services meet GN requirements related to safety, reliability, customer service, equitable access, Inuit employment, pricing structures, and contractual obligations. The position also supports GN departments through technical guidance, issue resolution, operational analysis, and reporting. This position operates at GN‑wide scope and serves as the primary Government of Nunavut administrator for the 10‑year Travel Agreement. The role requires continuous coordination with Health, Family Services, and Government of Nunavut staff responsible for travel and freight, as well as direct engagement with the contractor’s operational units, federal agencies, airport authorities, and community stakeholders. The incumbent validates pricing adjustments such as Fuel Adjustments and the Aviation Inflation Adjustment, monitors Public Service Obligation route requirements, manages GN’s volume commitments, and leads service recovery and complex dispute resolution processes.

Requirements

  • Completion of an undergraduate degree in business administration or related field from a recognized Institution.
  • A minimum of 3 years related experience, including but not limited to airline, travel management and/or airport management experience.
  • Satisfactory Criminal Record Check is required.

Nice To Haves

  • Accreditation from industry professional organizations such as the Supply Chain Management Profession, Certified Project Management and or the Canadian Professional logistics institute is a strong asset.
  • Fluency in more than one of Nunavut’s official languages would be considered an asset.
  • Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.

Responsibilities

  • Administers all components of the Travel Agreement, ensuring GN and contractor compliance with contractual, operational, financial, safety, and regulatory requirements.
  • Interprets complex contractual provisions and provides guidance to GN departments on the correct application of Agreement terms.
  • Conducts comprehensive performance monitoring across Medical Travel, Family Services Travel, Duty Travel, and LTL Freight programs.
  • Provides continuous oversight of operational performance across all contracted airline services, monitoring key indicators including flight reliability, cancellations, delays, system outages, schedule changes, and network disruptions.
  • Maintains strong operational communication channels with the contractor’s System Operations Control Centre (SOCC), station managers, customer service teams, reservation units, and freight operations to identify issues early and ensure timely resolution.
  • Oversees Performance Credit Matters, including identifying deficiencies, validating supporting evidence, and recommending appropriate credits or penalties.
  • Leads development, implementation, and updates of exception management, service recovery procedures, and service interruption protocols.
  • Leads comprehensive oversight of all reporting obligations under the Travel Agreement, ensuring all contractor submitted monthly, quarterly, and annual reports are accurate, complete, and compliant with GN standards.
  • Collaborates with federal transportation agencies, airport authorities, and regulatory bodies on matters that affect GN mandated services, operational standards, or northern aviation requirements.
