The Contract Compliance Audit Specialist is responsible for auditing, monitoring, and reporting on post-award contract compliance activities for federally funded and state-administered transportation construction projects. The position serves as an administrative coordinator and data gatekeeper for contract compliance activities under the Federal Highway Administration (FHWA) program. The Program Manager conducts comprehensive contract compliance reviews, including FHWA Form 1273 requirements and post-award Local Public Agency (LPA) reviews, administers and monitors the On-the-Job Training (OJT) program, coordinates contractor compliance investigations, tracks compliance data and maintains organized administrative records for management review. The successful candidate must demonstrate strong attention to detail, sound analytical judgment and exceptional organizational skills.

Requirements

  • Working knowledge in program subject matter obtained through experience and/or education.
  • Specialized knowledge of program area including pertinent rules and regulations.
  • Basic knowledge of all source materials and references including federal and state laws governing the programs.
  • Ability to communicate effectively.
  • Ability to work effectively with a wide variety of stakeholders.
  • At least 5+ years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
  • Ability to perform essential functions with or without reasonable accommodation.

Responsibilities

  • Lead and conduct comprehensive contract compliance reviews on federally funded transportation construction projects.
  • Conduct post-award contract compliance reviews of Local Public Agency (LPA) projects receiving federal-aid funding.
  • Administer the full lifecycle of the OJT program for applicable state-administered construction contracts.
  • Serve as central administrative resource for contract compliance activities and investigations.
  • Monitor key performance indicators to ensure program effectiveness.
  • Assist in developing, updating, and monitoring all policies and procedures related to the program area.
  • Answer customer questions about program policies and procedures.
  • Act as technical consultant to stakeholders to clarify and interpret policies and procedures.
  • Prepare and disseminate monthly and annual program reports.
  • Monitor compliance and make recommendations to the program to increase efficiencies.
