About The Position

The Contract Analyst is responsible for executing contract development tasks to advance workforce development initiatives within the Family Investment Administration’s (FIA) Office of Workforce Development (OWD) at the Baltimore City Department of Social Services. In this capacity, the position supports the creation, implementation, renewal, and amendment of agreements backed by local, state, and federal resources, such as Temporary Cash Assistance (TANF), Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T), and related workforce initiatives.

Requirements

Seven years of experience, three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations for the required experience.
Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to six years of the required experience.
Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience.

Nice To Haves

One year of experience with the State of Maryland generating and monitoring contracts for Family Investment Programs.
One year of experience using Microsoft Office and Google Suite.
One year of experience working with internal and external partners to implement solutions for Family Investment Programs.
One year of experience using FMIS (Financial Management Information Systems) and E&E (Eligibility & Enrollment).

Responsibilities

Develop contracts for workforce development services, including employment programs, training providers, and supportive service vendors.
Prepare scopes of work, procurement documentation, and contract materials in accordance with Maryland procurement regulations and agency policies.
Ensure contracts align with federal and state requirements associated with workforce programs funded through TANF, SNAP Employment and Training, and other funding sources.
Assist with maintaining documentation needed for compliance and program reporting.
