About The Position

The Continuum of Care (CoC) Project Manager provides leadership, oversight, and coordination for Continuum of Care planning, funding, program and project implementation to prevent and end homelessness. Serves as the subject matter expert in homeless assistance programs and assists in advancing system improvement initiatives. Oversees and manages daily program activities, issues, and risks. Organizes, engages, and leads multidisciplinary project teams including community members, committees, project teams, etc. Contributes to the oversight of program budgets, provides quality assurance, and participates in monitoring and grant reporting activities.

Requirements

  • Bachelor’s degree in Social Work, Public Administration, Human Services or related field
  • Three years of related experience including work in homeless services and relevant progressive experience
  • Valid driver's license or the ability to obtain reliable transportation for work-related travel.
  • Must successfully complete a background check in accordance with County policy.

Nice To Haves

  • Master's degree in Public Administration, Social Work, Urban Planning, Public Policy, or a related field.
  • Experience administering U.S. Department of Housing and Urban Development (HUD) Continuum of Care, Emergency Solutions Grant (ESG), or other federal grant programs.
  • Experience working within a Continuum of Care, local government, or regional planning organization.
  • Extensive knowledge of HUD Continuum of Care Program regulations (24 CFR Part 578), ESG, and related federal funding requirements.
  • Knowledge of homeless services, best practices and strategic initiatives to end homelessness
  • Ability to interpret federal regulations and translate requirements into operational procedures.
  • Strong project management, organizational, and strategic planning skills.
  • Excellent written and verbal communication, facilitation, and presentation skills.
  • Ability to analyze complex data and prepare detailed reports and recommendations.
  • Strong relationship-building, collaboration, and conflict-resolution skills.
  • Ability to manage multiple priorities, meet strict deadlines, and work independently.
  • Proficiency with Microsoft Office

Responsibilities

  • Plan, coordinate, and manage Continuum of Care (CoC) projects and related initiatives in accordance with federal, state, and local requirements.
  • Facilitate CoC governance, strategic planning, and coordinated efforts among community partners, service providers, and governmental agencies.
  • Administer the annual CoC funding competition, individual and regional grant applications, reporting, and program compliance monitoring.
  • Provide technical assistance, training, and support to funded agencies and community partners to ensure compliance with applicable regulations and best practices.
  • May pursue additional funding and support for homeless and homelessness prevention work, including grant writing and pursuing technical assistance from state and federal resources.
  • Develop strategies to effectively engage individuals with lived experience as decision-makers and leaders.
  • Develops, implements, and evaluates policies, procedures, and system improvement strategies to strengthen the local homeless response system.
  • Perform other related duties as assigned in support of the Continuum of Care's mission and strategic goals.
