About The Position

Responsible for researching, gathering, synthesizing, and updating mission/technical raw content and material for course development and maintenance. This role involves providing subject matter expert (SME) input for testing appropriateness and ensuring technical alignment of assessment items with course objectives. The Content Developer follows government-approved configuration control and secure handling procedures for controlled and assessment-related materials. The courses supported are active from 0800-1700 M-F, with contract core hours from 1000-1400.

Requirements

  • Demonstrated independent ownership of complex work from research through implementation, troubleshooting, documentation, training integration, assessment, and sustainment.
  • Strong depth in at least one Section 2 specialty plus enough adjacent breadth to integrate with relevant systems, networks, virtualization, software, or tradecraft.
  • Strong analysis/troubleshooting skills: ability to move beyond tool output, determine why behavior occurs, research unfamiliar behavior, test hypotheses, isolate root cause, and build a defensible solution without step-by-step direction.
  • Ability to make sound scoped technical decisions, document reasoning/tradeoffs/risks, review peers effectively, mentor junior developers, and show readiness to lead limited-scope efforts.

Nice To Haves

  • Prior operational CNO/CND experience, especially certified/formally qualified Exploitation Analyst (EA) or Interactive Operator (IO), or comparable hands-on operational work.
  • JCAC; RIOT / Foundations / CNOQC graduate; CYBR3800 / HAMMR graduate.
  • Relevant technical certifications.
  • Advanced cyber training.
  • Operational mission experience.
  • Demonstrable hands-on lab work.

Responsibilities

  • Gather and validate raw content for inclusion in relevant courses, ensuring currency and accuracy against the operational environment and documenting sources.
  • Review storyboards to ensure content is reflected appropriately, checking for technical completeness, sequencing dependencies, and correctness of lab steps.
  • Function as a Subject Matter Expert (SME) on mission/technical topics considered for inclusion in courses.
  • Answer questions from Instructional Designers and Graphic Artists regarding course content and its specific goals.
  • Provide authoritative technical guidance during development and delivery support as directed.
  • Author and update complete lesson/module content and lab/scenario technical requirements for assigned topics, ensuring content supports required tasks/skills.
  • Draft and review assessment items/rubrics when tasked, validating that items measure intended skills and do not disclose restricted solutions.
  • Support pilot deliveries by collecting defect/issue inputs, analyzing student performance trends, and producing actionable technical improvement recommendations.
  • Serve as a topic-area SME: research unfamiliar problems, determine correct technical behavior, and translate it into realistic training.
  • Engineer non-trivial environments spanning systems, VMs, networks, scripts, binaries, services, and dependencies; develop/modify/troubleshoot/validate purpose-built artifacts that emulate designated malware, RAT, persistence, exploitation, or rootkit-like behavior when required.
  • Analyze application/OS/network/low-level behavior to identify root cause, artifacts, environmental dependencies, and failure modes; read/write/modify/reason through scripts/programs, execution logic, I/O, and system interactions.
  • Author/review practical assessments, grading, answer criteria, and rubrics; use pilot/student/test data to improve content; peer-review for accuracy, realism, repeatability, and validity.
  • Mentor CD1s and lead smaller technical efforts/work packages with CD3 mentorship, including organizing work, coordinating contributors, tracking dependencies, and surfacing risks/decisions.
