About The Position

The City of Oceanside is seeking a temporary, part-time Consulting Assistant for the Development Services Department, Engineering Division. This role provides Citywide professional expertise and project assistance in engineering inspections. The ideal candidate will have completed at least 90 semester units of a civil engineering curriculum and will support the City Land Surveyor and CIP/Land Development Engineers. Responsibilities include project management assistance, light design and calculations, field and office surveying, reviewing progress payments and project schedules, and reviewing grading plans, erosion control plans, storm water plans, and hydrology/hydraulic calculations. This is an extra-help position not to exceed 999 hours per fiscal year and does not include leave or medical benefits.

Requirements

  • Completion of at least 90 semester units of a civil engineering curriculum.
  • Knowledge of public administration policies and practices.
  • Knowledge of computer business software, including spreadsheet software.
  • Knowledge of modern principles of inspection techniques and materials used in assigned public works projects.
  • Knowledge of safety standards and requirements in public works construction.
  • Knowledge of City and local laws, codes, ordinances, specifications and standards relating to public works construction.
  • Knowledge of approved street construction methods and materials.
  • Knowledge of underground construction methods and safety requirements.
  • Knowledge of nomenclature, symbols, methods, practices, techniques and instruments used in engineering and mapping.
  • Knowledge of mathematics as applied to inspecting public works projects.
  • Knowledge of field practices of landscape construction.
  • Knowledge of operation of irrigation systems.
  • Knowledge of plant materials including identification, growth habits, nutritional requirements and pest control.
  • Knowledge of pertinent Federal, State, and local laws, codes and regulations.
  • Knowledge of modern office procedures, methods and equipment including computers and applicable software applications.
  • Knowledge of principles and procedures of record keeping.
  • Knowledge of principles of business letter writing and basic report preparation.
  • Ability to work independently.
  • Ability to prioritize and determine workload.
  • Ability to exercise tact and discretion in all employee interactions.
  • Ability to interpret and implement policies and procedures.
  • Ability to handle multiple assignments simultaneously.
  • Ability to establish and maintain effective working relationships with those contacted during the course of work.

  • Ability to read and interpret basic public works construction plans, grade sheets and specifications.
  • Ability to apply proper inspection techniques to obtain specified construction defined by City requirements and contract awards.
  • Ability to understand grades and mixes of asphalt and cement construction materials.
  • Ability to estimate quantities and make accurate arithmetical calculations.
  • Ability to inspect the installation and maintenance of landscaped properties.
  • Ability to identify deviations from approved construction plans and take appropriate action.
  • Ability to maintain and update accurate records and files.
  • Ability to prepare clear and concise reports.
  • Ability to perform basic mathematical calculations accurately.
  • Ability to work independently and efficiently to carry out assignments.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to understand and carry out oral and written instructions.
  • A current, valid California driver license.

  • Prior office engineering experience is preferred.

Responsibilities

  • Inspection of public works construction projects to ensure quality of work.
  • Interpretation of construction plans, grade sheets and specifications.
  • Application of public works safety standards and requirements, City and local laws, codes, ordinances, specifications and standards.
  • Prepare accurate and concise daily inspection reports.
  • Entering and walking into construction sites.
  • Inspecting underground construction, street construction, landscape construction, and irrigation systems.
  • Identification of plant materials.
  • Attendance at site and staff meetings.
  • Communication both oral and written, with contractors, project managers, City staff and the public.
  • Responsible for direction, consultation, and dissemination of professional information to management, staff and policy makers.
  • Researches, interprets, revises, and creates policies.
  • Provides assistance to management and staff for projects.
  • Maintains positive communications with management and staff.
  • Project management assistance.
