BACKGROUND AND PURPOSE OF THE ASSIGNMENT: ORGANIZATIONAL CONTEXT: The job holder will work under the supervision of the Regional Nutrition Advisor, and in close collaboration with members of the broader Social Protection and Nutrition team. JOB PURPOSE: The Social Protection and Nutrition team in the WFP regional office organizes and oversees technical support to all country offices and partners in the areas of nutrition, social protection, school feeding, communication for programme impact, and HIV. The team is involved in several initiatives aimed at strengthening the capacities of WFP country offices to use social protection systems to respond to shocks, and to link these to food systems for improved nutrition outcomes, especially in the context of recurrent climatic shocks and the economic stressors. The incumbent will support the team in on key specific deliverables that link nutrition sensitive interventions such as large scale fortification or food quality compliance systems to social protection programmes in the region.

Requirements

  • Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or training/courses.
  • Experience: At least 6 years of postgraduate progressively responsible professional experience in nutrition, public health management and development projects.
  • Work experiences in nutrition technical subjects with a focus on adequate and sustainable diets
  • Experience in large scale fortification programmes, publication, planning regional workshops and events.
  • Knowledge: & Skills: Minimum 6 years of post-graduate relevant professional experience.
  • Programme Lifecycle & Food Assistance, Emergency Programming, Transfer Modalities, Effective Communication
  • Ability to work in a multicultural team
  • Languages: Fluency (level C) in English and Spanish written and oral.

Responsibilities

  • Contribute to the formulation of WFP-wide programme policies in line with both organizational strategy and the practical realities of operating in the field; or translate programme policy into Regional/Country level practices.
  • Develop programme guidance and implementation modalities and operations to ensure a clear and strong connection between HQ and field operations.
  • Provide advice and support to COs on moderately complex issues to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.
  • Provide technical advice or mobilize technical expertise on programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches, and the development of strategies to support government efforts to reduce hunger and malnutrition.
  • Assist counterparts in governments and other partners in identifying where food assistance can be usefully employed and provide support and technical expertise for the planning, formulation, and implementation of moderately complex food assistance programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at national and sub-national levels.
  • Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
  • Enhance WFP’s leadership status in forums relating to areas of specialization, for example, food security, nutrition, livelihoods, resilience, or engagement in humanitarian, transition, and development contexts through direct participation, briefings, information products, and other materials.
  • Manage operational research and evidence building on issues relevant to food assistance.
  • Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.
  • Contribute to resource mobilization efforts for WFP projects, including clearly articulating the need for food assistance and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability, seeking advice from senior colleagues where necessary.
  • Advise and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partners to design and deliver effective food assistance programmes.
  • Ensure the best use of assigned financial resources for the achievement of set objectives within a moderate budget.
  • Contribute to Country Office Emergency Preparedness, i.e., early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs.
  • Support to COs on the optimization of integration of Nutrition to Social Protection Systems. This includes direct technical assistance and the systematization of operational evidence and/or case studies that focus on nutrition sensitive social protection systems including school feeding, especially if they center around large-scale fortification (LSFF).
  • Research assistance for new case studies and publications, as required (e.g., Regional Study on School Feeding and Food Systems; SP pathways to Nutrition).
  • Support the development of regional trainings on linking nutrition interventions especially LSFF to social protection and school feeding, in collaboration with partners, as required.
  • Support knowledge management efforts within the team, development of fact sheets, presentations, and other communication material, engaging with the Communication Unit, socialprotection.org, and other relevant platforms to support dissemination and uptake of corporate and regional material on Social Protection and Nutrition.
  • Support the development of programmatic guidance for COs related to Nutrition Sensitive Social Protection including School Feeding, as required.
  • Support the team in the organization of meetings/workshops/webinars/events as needed, related to Nutrition, Social Protection and School Feeding.
  • Support the development of concept notes and funding proposals, in coordination with PPM, COs, and other units within the Regional Programme Team, as required.
  • Perform other related duties as required.
