About The Position

Guidehouse works with state and local housing agencies, public housing authorities, and other mission‑driven clients to design, implement, and improve affordable housing programs. As a Consultant, you will support client engagements focused on housing finance, program design, policy implementation, and operational improvement. You will work as part of a project team and contribute to high‑impact client work, including: Supporting affordable housing finance and program implementation engagements for public‑sector clients. Evaluating affordable housing development proposals, including 4% and 9% LIHTC projects. Developing and analyzing project budgets, sources and uses, and financial pro formas. Conducting feasibility analyses, benefit‑cost analyses, and subsidy layering reviews. Assisting with project due diligence, including review of development, financing, land use, and regulatory documentation. Supporting client use of HOME, CDBG, ARPA, and other public funding sources. Researching and interpreting HUD regulations (24 CFR), QAPs, and program guidance. Developing supporting deliverables such as memos, reports, tools, templates, Standard Operating Procedures, and presentations. Conducting quantitative and qualitative analysis and synthesizing findings into clear, client‑ready outputs. Supporting stakeholder engagement activities, including interviews, workshops, and coordination with partner agencies. Managing assigned tasks, timelines, and deliverables in coordination with project leadership.

Requirements

  • Bachelors degree from an accredited college or university
  • 1+ (ONE) years of experience in affordable housing finance, housing policy, public‑sector consulting, government, nonprofit or mission‑driven organizations
  • Experience supporting affordable housing development, finance or program implementation projects
  • Experience developing or analyzing project budgets, financial models or pro formas
  • Familiarity with LIHTC, HOME, CDBG and/or other housing and community development funding sources
  • Working knowledge of HUD multifamily programs and relevant federal regulations
  • Strong Excel skills (including pivot tables and lookup functions)
  • Strong analytical and research skills with attention to detail
  • Clear and effective written and verbal communication skills
  • Ability to manage multiple priorities and meet deadlines in a consulting environment
  • Proficiency with Microsoft Word, Excel, and PowerPoint

Nice To Haves

  • Preference will be given to applicants who reside within a 50-mile radius of a Guidehouse office
  • Master’s degree in a related field
  • HOME Compliance Specialist (HCS) or similar certification
  • Experience with housing‑related data analysis, monitoring, or evaluation
  • Exposure to syndication, underwriting, or housing finance software systems
  • Experience with GIS platforms, such as ArcGIS, and data visualization tools such as Power BI
