About The Position

This position enhances the safety of the traveling public through quality assurance field reviews of construction projects and responds to bidder’s questions via the Central Office of Construction webpage. Manages the district wide construction engineering training program and develops and maintains an annual Training and Budget Plan to ensure staff meet qualification and renewal requirements. Coordinates with the Construction Career Days Committee to secure logistics such as travel, food, facilities, and other resources, and schedule volunteer staff for the event. Requirements

  • Knowledge of Florida Department of Transportation Standard Specifications for road and bridge construction.
  • Knowledge of FDOT Construction Project Administration Manual (CPAM).
  • Knowledge of the Department's Training requirements, procedures, and specification requirements pertaining to qualification.
  • Knowledge in basic computer skills including applications such as spreadsheets, word processing, internet and email capabilities.
  • Skilled in scheduling logistical components related to staff and equipment involving volunteer activities.
  • Ability to communicate effectively orally and in writing.
  • Ability to read and interpret construction plans, roadway and traffic design standards, and contracts.
  • Ability to organize, plan, and conduct various meetings.
  • Ability to establish and maintain effective working relationships.
  • Ability to organize and maintain files.
  • Ability to communicate engineering training information effectively.
  • Class E Driver’s License required.
  • Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team (TEMT).
  • A high school diploma or its equivalent; 2 years experience in a related field can substitute for the high school diploma or equivalency.
  • This position requires a valid Class (E) driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy.
  • Male applicants born on or after October 1, 1962, will not be eligible for hire or promotion in the Career Service, or appointment in the Selected Exempt Service (SES) or Senior Management Service (SMS), unless they are registered with the Selective Service System (SSS) before their 26th birthday, or have a Letter of Registration Exemption from the SSS.

Responsibilities

  • Assist the District Construction Services Engineer by coordinating the Construction Work Program and ensure proper contract administration of all construction activities as required by the District Construction Office.
  • Conducts quality assurance field reviews of construction projects to ensure conformity with plans and specifications.
  • Performs periodic inspections (day and night) on a representative number of projects (In-House and Consultant Construction Engineering and Inspection (CCEI)) in each center.
  • Advises project administrators of necessary revisions to correct deficiencies.
  • Conducts quality assurance field reviews of inspection staff utilizing the Quality Assurance/Quality Control (QA/QC) critical guide lists on a number of projects.
  • Attends design scoping, phase review, utility coordination, and other meetings.
  • Provides comments at all phases of design concerning biddability, constructability and maintenance of traffic.
  • Coordinates the resolution of construction issues with the Engineer of Record and the Design Project Manager and escalates unresolved issues as needed.
  • Assist with development of tentative construction schedules recognizing overlapping activities, to determine how much contract time is needed, and what conditions control.
  • Identifies specific critical milestones to be accomplished within the contract.
  • Computes allowable contract time, and indicates any special provisions to be included, to the Production division for inclusion in the construction contract plans package.
  • Responds to all bidders questions via the Central Office of Construction webpage.
  • The posting of questions and answers is required for all Central Office Construction lettings and District Office lettings of any kind.
  • Questions are emailed directly from bidders.
  • Retrieves suitable responses from the Project Managers, posting the responses on the webpage within the prescribed deadlines, and submitting a monthly summary of questions/answers to the Contracts Administration Office for Central Office lettings only.
  • Manages the district wide construction engineering training program by identifying District Construction training needs, developing, conducting, reviewing and coordinating professional development for District Staff, including Project Administrators and other Engineering positions.
  • Manages training activities, courses and/or programs for in-house residencies and consultant staff involved in Construction Operations.
  • Coordinate and administer self-study engineering and technical program examinations.
  • Coordinate and administer the Engineer Training Program for Construction, including: development of training schedule, in conjunction with the various Construction Managers, and informing trainees and their Supervisors of the duration and dates of various phases.
  • Develop and maintain an up-to-date Training and Budget Plan for the fiscal year.
  • Engineering training plans will be prioritized to enable construction personnel to obtain their qualifications or professional renewals within the required time frames.
  • Serves as technical engineering advisor and gives assistance to personnel in the program.
  • Coordinate and work with the Construction Career Days Committee to secure the necessary travel, food, facilities and all other incidental goods and services required for the event.
  • Coordinate schedules for the volunteer staff to work event.
