About The Position

The Construction Surveillance Technician I's primary function is to provide day-to-day security in support of Sensitive Compartmented Information Facility (SCIF) & Special Access Program (SAP) construction efforts. This role involves providing oversight of a facility, performing access control or surveillance functions. A CST's role has many similar job functions to access control and security guard roles, but it is more comprehensive. Training in ICD-705 is preferred, but the company can train individuals with the minimum foundation to perform this role. This includes an understanding of construction and a rudimentary understanding/ability to read blueprints and schematics. The role requires an active (in scope) SECRET security clearance to qualify.

Requirements

  • At least 1+ years of related experience.
  • Must have an active (in scope) SECRET security clearance to qualify.
  • Must be willing and able to obtain up to a TS/SCI with CI polygraph.
  • Understanding of construction.
  • Rudimentary understanding/ability to read blueprints, schematics, etc..
  • Complete additional safety training and/or certification as required by local site (i.e., OSHA 10 Construction Safety, OSHA Fall Protection and OSHA Confined Space) within the first 30 days of hire.
  • Must obtain CDSE STEPP ICD 705 Physical Security Construction Requirements for SAP course completion within the first 30 days of hire.

Nice To Haves

  • Training in ICD-705 is preferred.
  • Knowledgeable on Intelligence Community Directive (ICD) 705 (on SCIFs and compliance with uniform IC physical and technical security requirements).

Responsibilities

  • Assesses, identifies and communicates recommendations for improvements of policies, procedures, or systems.
  • Identifies threats, vulnerabilities, and potential risks.
  • Drafts security incident reports and briefs government and civilian agencies including military senior leaders.
  • Manages uniformed escort personnel and associated logs; assigns, trains, briefs site security duties and ensures timely reporting of security incidents to site lead.
  • Follow and enforce customers’ Standard Operating Procedures (SOP).
  • Perform miscellaneous administrative support functions as directed by the contractor site lead and/or the Senior Security Representative.
  • Conduct inspections of materials being delivered for utilization in construction of secure spaces.
  • Photograph and continuously monitor the construction of secure spaces and document all steps in order to support final accreditation packets.
