About The Position

VSC Fire & Security in Richmond, Virginia is seeking candidates for the position of Construction Support Services Supervisor. This role involves building, launching, and overseeing a centralized Billing and Contracts Operations department. The supervisor will define and document department processes, workflows, and service levels, while leading, mentoring, and supporting a hybrid team with U.S. leadership and daily operations performed by offshore team members in the Philippines. The position will spearhead automation, workflow enhancements, and documentation systems that scale across project types and locations, partnering with IT, finance, and operations to align billing and contract workflows with project lifecycle stages and financial reporting. The role requires creating standardized templates, SOPs, and dashboards for billing, lien waiver tracking, and contract lifecycle management, and serving as a subject matter expert for AIA billing (G702/G703), change orders, lien waivers, and contract documentation. The supervisor will review complex construction contracts and subcontracts to flag risks, billing requirements, and key obligations, ensuring compliance with state and local regulations related to lien rights, contractor documentation, and payment terms. Additionally, the role includes serving as a Notary Public, liaising with Project Managers, Accounting, and Customers, assisting in resolving disputes, and overseeing the preparation of GC and vendor prequalification documents.

Requirements

  • Five or more (5+) years in construction billing, contracts administration, or project accounting, with two (2+) years in a leadership role or similar.
  • Proven experience managing offshore teams and building scalable back-office processes.
  • Strong grasp of multistate construction compliance requirements.
  • Active Notary Public Commission (any U.S. state).
  • Familiarity with ERP and project systems like Sage Intacct, Procore, GC Pay, Textura, or Siteline.
  • Expert-level Excel skills; comfort with templates, pivot tables, vlookups, etc.
  • Builder mentality with a process-first mindset.
  • Excellent communication, leadership, and problem-solving skills.
  • Comfort with ambiguity and ownership of new initiatives.

  • Background in specialty subcontracting.
  • Exposure to both GC-facing and tenant-direct project contracts.
  • Working knowledge of certified payroll and prevailing wage compliance.

  • Oversee the preparation of GC and vendor prequalification documents and maintain documentation libraries.
