About The Position

The Nuclear Construction Site Manager leads field execution for nuclear construction activities on major engineering, procurement and construction projects. This role is responsible for safe, compliant, and efficient site operations, including construction planning, subcontractor coordination, workface execution, schedule performance, quality adherence, and field leadership. The Nuclear Construction Site Manager works closely with project management, engineering, procurement, quality, safety, commissioning, and subcontractor teams to ensure construction activities are executed in accordance with project requirements, nuclear quality standards, applicable U.S. regulations, and company procedures. The role is critical in driving field productivity, resolving execution issues, maintaining site discipline, and ensuring readiness for turnover and startup activities.

Requirements

  • Bachelor's degree or master’s degree (or international equivalent) and 18+ years of relevant experience or 22+ years relevant work experience in lieu of degree.
  • Must be able to comply with the DOE’s regulation 10 CFR Part 810 citizenship requirements.
  • Must be physically capable to participate in project walkdowns, which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in or maneuvering around very small and/or confined spaces, and lifting up to 40lbs without assistance.
  • Demonstrated leadership in a team-based environment.
  • Minimum 10 years of supervisory experience including management of multifunctional organizations.
  • Knowledge of all phases of construction operations relating to field activities of all disciplines, construction technologies and jobsite management.
  • Knowledge of the phases of project scoping, planning, and execution relating to the construction of multi-discipline works.
  • Knowledge of project-specific environmental compliance requirements. General awareness of environmental laws.
  • Experience managing both subcontracted and self-performed construction projects.
  • Thorough knowledge of the content and implementation of Quality Policies on Construction Projects.
  • Thorough knowledge of the content and implementation of Labor Management Plans.
  • Knowledge of the Six Sigma Program tools and methodologies.
  • Knowledge of local labor laws including working knowledge of unionized labor.
  • Thorough Knowledge of state, federal and local contracting requirements, and other government compliance standards.
  • Ability to coordinate closely with quality, engineering, and field supervision teams to resolve nonconformances, documentation gaps, and installation issues.

Responsibilities

  • Provides overall leadership and coordination of all construction activities, including Bechtel, subcontractors, and suppliers.
  • Accountable for total site management, encompassing construction operations, field engineering, contract administration, cost and schedule control, procurement, finance, accounting, and industrial relations.
  • Leads the development and execution of key project plans, including Construction Execution, Safety, Environmental Compliance, Project Automation, Labor Strategy, Subcontracting, Staffing, and Job-Site Work Rules.
  • Ensures rigorous implementation of Bechtel’s Zero Accident safety program and full compliance with federal, state, and project safety requirements; maintains high standards for site security, housekeeping, and fire protection.
  • Establishes and manages construction schedules, execution methods, staffing plans, and material and equipment requirements to meet project objectives.
  • Controls all job-site expenditures and ensures field operations remain within approved budgets while meeting cost, quality, and schedule targets.
  • Oversees overall project performance, monitoring adherence to quality standards, engineering specifications, and approved schedules.
  • Ensures construction activities comply with approved drawings, specifications, inspection and test plans, and nuclear quality requirements.
  • Works closely with quality, engineering, and field supervision to resolve nonconformances, documentation gaps, and installation issues.
  • Verifies that required inspections, tests, hold points, turnover documentation, and handover readiness are completed accurately and on time.
  • Maintains effective client relationships and serves as the primary point of contact for site-related communications.
  • Implements corporate policies and procedures while establishing site-specific field procedures to address project and client requirements.
  • Leads job-site industrial relations in coordination with corporate Industrial Relations and maintains strong partnerships across functional organizations.
  • Directs training and development programs to build workforce capability, ensure regulatory compliance, and support succession planning.
  • Ensures all required permits, licenses, and approvals are secured prior to execution of affected work.
  • Promotes continuous improvement through the application of Six Sigma and other performance-enhancement methodologies.
  • Upholds high standards of field quality, traceability, and readiness for inspection, testing, and final handover.
