About The Position

The Site Safety & Health Officer (SSHO) is responsible for developing, implementing, and administering all aspects of the Project Safety and Health Program for construction projects performed under contracts with the U.S. Army Corps of Engineers (USACE). The SSHO serves as the contractor's on-site safety representative and has the authority to enforce all safety requirements, stop unsafe work, and ensure full compliance with EM 385-1-1, OSHA regulations, project specifications, and company safety policies. The SSHO works closely with the Project Manager, Superintendent, Quality Control Manager, subcontractors, and USACE personnel to maintain a safe work environment while supporting successful project execution.

Requirements

  • Must be at least 21 years of age
  • Minimum 5 years of construction safety experience.
  • Thorough knowledge of EM 385-1-1.
  • Ability to interpret construction drawings and specifications.
  • Strong written and verbal communication skills.
  • Excellent organizational and leadership abilities.
  • Ability to work independently while coordinating with project leadership.
  • OSHA 30-Hour Construction
  • Current First Aid/CPR/AED Certification
  • Competent Person Training (as applicable)
  • EM 385-1-1 knowledge and experience

Responsibilities

  • Develop, implement, and maintain the project Accident Prevention Plan (APP).
  • Ensure compliance with USACE EM 385-1-1 Safety and Health Requirements Manual.
  • Administer all OSHA, federal, state, local, and company safety requirements.
  • Maintain all required safety documentation and project safety files.
  • Update safety plans as project conditions change.
  • Ensure subcontractor compliance with all safety requirements.
  • Conduct daily job-site safety inspections.
  • Identify unsafe conditions and initiate corrective actions.
  • Possess full authority to stop work whenever imminent danger exists.
  • Verify proper housekeeping throughout the project.
  • Monitor all work activities for compliance with approved Activity Hazard Analyses.
  • Ensure all employees utilize proper Personal Protective Equipment (PPE).
  • Develop and review AHAs for all definable features of work.
  • Conduct pre-task planning meetings.
  • Ensure employees understand hazards and mitigation measures.
  • Revise AHAs whenever work methods change.
  • Conduct New Employee Safety Orientation.
  • Lead Weekly toolbox safety meetings.
  • Conduct daily pre-task safety briefings.
  • Coordinates specialized safety training including: Fall Protection, Excavation & Trenching, Confined space, Lockout/Tagout, Electrical Safety, Equipment Operations, Heat Stress Awareness, Crane safety, Fire Prevention.
  • Investigate all accidents, injuries, property damage, and near misses.
  • Prepare written reports.
  • Conduct root cause analyses.
  • Develop corrective action plans.
  • Submit required reports to USACE and company management.
  • Maintain accurate records including: Daily Safety Reports, Inspection Reports, Training Records, Equipment Inspection Logs, Crane Documentation, Excavation Inspections, Fall Protection Inspections, Confined Space Permits, Hot Work Permits, Incident Reports, OSHA Logs (as required), Safety Deficiency Logs, Corrective Action Tracking.
  • Verify safe operation and inspection of: Cranes, Forklifts, Excavators, Aerial Lifts, Scaffolding, Trenching Systems, Ladders, Hand and Power Tools.
  • Monitor: Dust Control, Silica Exposure, Noise Exposure, Heat Illness Prevention, Cold Weather Safety, Hazardous Material Handling, Stormwater Protection, Waste Disposal.
