About The Position

CLMI Group is seeking a Safety Manager to support the Los Angeles Community College District (LACCD) BuildLACCD bond program on a District-Wide basis, performing management oversight of construction safety compliance across multiple active project sites. The Safety Manager reports to the Program Safety Manager and is responsible for daily safety reviews, OSHA and Owner Controlled Insurance Program (OCIP) compliance monitoring, and review of contractor safety submittals in accordance with BuildLACCD Safety Regulations and Standard Operating Procedures (SOP). The position requires flexibility in schedule and transportation to work across multiple active construction sites throughout the greater Los Angeles area.

Requirements

  • 10 or more years of commercial construction experience in the US with a General Contractor.
  • 5 or more years of experience in California with a Contractor or major subcontractor.
  • 2 or more years of experience in construction of educational projects in a campus environment.
  • Strong experience managing field construction teams on multiple projects.
  • Experience on demolition, renovation, and new construction building projects.
  • Experience working on OCIP programs.
  • Experience on modernization/renovation projects involving abatement and remediation of hazardous materials, hazardous material waste removal and handling, such as asbestos and lead-based paint.
  • Strong experience working with senior management and field teams on large building programs across multiple sites and locations.
  • Experience participating in scheduled construction meetings with contractors and project managers.
  • Strong experience in safety incident reporting and daily construction reporting for multiple projects.
  • Good written and oral communication skills.
  • Valid Safety Management Specialist (SMS) or Construction Health and Safety Technician (CHST) certificate issued by the Board of Certified Safety Professionals (BCSP), or Certified Safety Manager Construction (CSMC) certificate issued by the National Association of Safety Professionals (NASP). All certificates and credentials must be active and current; include a current copy in the resume package for verification.
  • Current First Aid/CPR/AED Certification; include a current copy in the resume package for verification.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) required.
  • Proficient in Adobe Acrobat required.

Nice To Haves

  • Construction management, safety management, safety engineer, or related degree preferred.
  • Additional safety/health certifications and credentials as appropriate for this position.
  • Current 40-Hour HAZWOPER preferred.
  • Current OSHA 500 (Trainer in Occupational Safety and Health Standards for the Construction Industry) preferred; include a copy of certificate in resume package if held.
  • A Bachelor's degree in Construction Management, Safety Engineering, or a related field is preferred.
  • Familiarity with other basic software programs used in construction preferred.

Responsibilities

  • Perform management oversight of construction activity on behalf of the client; report on contractor regulatory and contract safety compliance across multiple project sites.
  • Monitor compliance with all current OSHA requirements relevant to the specific construction projects.
  • Perform daily safety reviews of work in progress in accordance with current Safety Regulations and Standard Operating Procedures (SOP) as developed and updated by BuildLACCD.
  • Monitor adherence to Owner Controlled Insurance Program (OCIP) requirements and procedures.
  • Monitor adherence to zero tolerance and corrective action policy for workers found not in compliance with the Program's safety policy.
  • Perform ongoing construction site safety inspections and generate a daily safety report for all site visits.
  • Submit a weekly Project Health, Safety and Environmental Observation Report to the College Project Manager.
  • Perform ongoing review, for completion and accuracy, of contractor safety submittals, including JHA, MOP, Fall Protection Plans, Crane Lift Plans, Excavation and Scaffold Erecting Plans, Confined Space Entry plans, and hazard assessments for other high-risk operations.
  • Perform review of contractor-submitted incident reports, participate in safety stand-downs, and prepare and submit lessons learned to the Program Safety Manager.
  • Perform and document safety orientation with contractor safety representatives.
  • Manage, control, and report safety incidents in a timely manner in accordance with OSHA regulations and Owner's requirements.
  • Attend construction meetings with the college project team and general contractor; lead the safety topic (toolbox talk), report on site observations, and review the upcoming construction schedule for hazard preparedness.
  • Provide support to the Program Safety Manager, including attending required meetings and providing safety reports and analysis as requested.
  • Effectively communicate with Owner's Construction Management staff and Contractor's Site Management Team.
  • Work with senior management and field teams on large building programs across multiple sites and locations.
  • Maintain flexibility in schedule and transportation to work at multiple sites based on assigned schedule and duties throughout the greater Los Angeles area.
  • Work in a fast-paced environment, establish daily work priorities, and perform oversight at multiple active construction projects.
