Requirements

  • Bachelor’s Degree in Mechanical Engineering, Electrical Engineering, Industrial Engineering, Construction Management, or related field
  • Relevant experience may be substituted for required education
  • 4+ years of progressive experience in construction, commissioning, facilities engineering, or related technical environments
  • Demonstrated experience coordinating construction activities and contractors, including managing progress, resolving issues, and ensuring adherence to quality and design specifications
  • Working knowledge of commissioning processes, including system startup, utilities integration, and construction-to-operations handover
  • Familiarity with quality control and validation processes in construction or commissioning environments, including inspection, documentation, and acceptance criteria
  • Basic understanding of mechanical and/or electrical systems, including dynamic equipment and supporting utilities
  • Proven ability to interpret engineering designs and specifications and ensure alignment with field execution
  • Demonstrated ability to collaborate across cross-functional teams, including engineering, construction, and commissioning stakeholders
  • Strong analytical, problem-solving, and decision-making capabilities, with a data-driven and results-focused mindset
  • Excellent written and verbal communication skills, with the ability to clearly convey complex technical concepts to diverse audiences
  • Must have working-level knowledge of the English language, including reading, writing, and speaking English

Nice To Haves

  • Master’s Degree in Engineering, Engineering Management, or related field
  • Professional Engineering (PE), Certified Construction Manager (CCM), or similar certification
  • 6+ years of progressive experience in construction, commissioning, facilities engineering, or related technical environments
  • Demonstrated experience coordinating construction contractors, managing construction progress, and ensuring adherence to quality and design specifications
  • Direct experience planning and executing commissioning activities, including system startup, utilities integration (e.g., complex connections and supply systems), and construction-to-operations handover
  • Experience with Testing, Adjustment, and Balancing (TAB) processes and evidence/documentation management for dynamic equipment validation against performance requirements
  • Demonstrated experience establishing and enforcing quality control processes across construction and commissioning, including inspection, validation, and acceptance criteria
  • Experience aligning global engineering design standards (e.g., Japan-based tool or equipment design) with local construction and installation practices
  • Experience working cross-functionally with engineering disciplines and global stakeholders to support knowledge sharing and best practice adoption across sites
  • Experience in high-volume manufacturing environments (battery, automotive, electronics, or related industries)

Responsibilities

  • Operates with limited supervision to coordinate construction execution, commissioning integration, and quality control for facility and equipment installation.
  • Ensures alignment between Japanese tool design and PECNA construction requirements.
  • Coordinates with contractors to deliver work safely, on schedule, and to defined quality standards.
  • Coordinates the commissioning readiness efforts, including prioritization of critical utilities, TAB (Testing, Adjustment, and Balancing), and construction-to-operations handover processes.
  • Aligns Japanese tool design information with PECNA construction design information to ensure accurate implementation in the field.
  • Cooperates with construction contractors to control construction progress, resolve issues, and ensure quality execution.
  • Prioritizes 1.5 connections and UTT supply in coordination with the commissioning team and plans optimal construction procedures.
  • Designs and establishes handover rules and acceptance criteria from construction contractors to PECNA facility operations.
  • Ensures alignment between global (Japan-based) design standards and local construction and installation practices.
  • Independently analyzes and resolves complex, multi-variable construction and commissioning challenges and promotes continuous improvement through standardization and lessons learned.
  • Provides technical guidance to support the transition to locally driven teams.
  • Coordinates closely with commissioning teams and makes independent decisions within area of expertise to align construction sequencing, system readiness, and startup activities.
  • Develops relationships and communicates with engineers across disciplines and other Panasonic sites to facilitate sharing of best practices and technical knowledge.
  • Communicates project status, risks, and technical recommendations to management and cross-functional stakeholders.
  • Promotes the Testing, Adjustment, and Balancing (TAB) process and ensures evidence management for each dynamic equipment in accordance with required specifications.
  • Ensures construction and commissioning activities meet defined quality standards, performance requirements, and compliance expectations.
  • Identifies and addresses risks related to construction quality, system performance, and handover readiness.
  • May provide day-to-day technical direction and mentorship to engineers, contractors, and project team members.
