About The Position

The incumbent will serve as a lead worker assisting the supervisor with limited supervisory duties and responsibilities, which includes managing workload, assisting teammates with questions/concerns and training new staff.

Requirements

  • Bachelor's degree in civil, construction, mechanical, or architectural engineering, architecture, construction management, or a closely related field and two (2) years of qualifying experience; or Master's degree in a related field and one (1) year of qualifying experience; or Relevant professional experience may substitute for education on a year-for-year basis.
  • Valid Florida Driver License.
  • Ability to travel statewide, including overnight travel.

Nice To Haves

  • Florida Certified Contract Negotiator (FCCN), Project Management Professional (PMP), or comparable certification.
  • Experience managing public-sector design and construction projects.
  • Knowledge of Florida procurement laws and processes for architectural, engineering, and construction services.
  • Experience reviewing construction plans, specifications, submittments, and administering construction contracts.

Responsibilities

  • Manage Fixed Capital Outlay (FCO) Projects: Plan, procure, and oversee design, construction, renovation, and repair projects from initiation through completion. Coordinate with architects, engineers, contractors, and regulatory agencies to ensure projects are delivered on time, within budget, and in compliance with applicable codes, standards, and contract requirements.
  • Construction & Contract Administration: Develop solicitations, manage procurements, evaluate bids, review construction documents, inspect projects, process invoices and pay applications, and administer contracts, change orders, and consultant agreements.
  • Facilities Planning & Program Oversight: Provide statewide guidance and technical assistance on facilities planning, capital improvement projects, preventive maintenance, energy conservation, and FCO budget development. Evaluate facility needs and prioritize capital projects.
  • Real Property & Asset Management: Oversee the Department's real property portfolio, including leases, easements, land records, facility inventory, and property transactions. Coordinate with state agencies to ensure compliance with reporting requirements and applicable regulations.
  • Privatized Facility Oversight: Support contract monitoring for privatized facilities by conducting site visits, evaluating facility maintenance and operations, assessing compliance with contractual requirements, and providing recommendations to Department leadership.
  • Other Duties: Perform related assignments in support of the Department's mission.
