The Department of Juvenile Justice is seeking a Construction Projects Consultant II within the facility section. This position is responsible for all duties within the South Region of the State. The incumbent in this position is considered to have regulatory responsibilities and is subject to the provisions of Chapter 60 Florida Administration Code. This role provides professional leadership and management of all aspects of construction projects, chairs construction meetings, and conducts periodic site and final inspections to ensure contract requirements are met. It also involves evaluating potential site locations for new Department of Juvenile Justice (DJJ) facilities, attending and conducting project status and review meetings, and managing the transition from design to construction phases. The position reviews and approves cost estimates, bids, proposals, and orders, and develops independent estimates. It processes, reviews, and approves contractor and architect/engineer invoices, and reviews, edits, controls, and monitors all construction documents. The role coordinates technical assistance to regional offices, works with the State Fire Marshal to resolve facility code-compliance issues, and monitors building conditions and performs assessments. It also assists in developing and maintaining department building-related standards and programs, provides assistance to architects, engineers, and contractors, and participates in process improvement teams. The position ensures project status reports are current and timely, plans, prepares, and executes contracts for Fixed Capital Outlay and other construction projects, and prepares and reviews contract changes. It conducts cost analysis on contractor proposals, prepares negotiation positions, conducts negotiations and source selection, and chairs evaluation and selection teams. Additionally, it assists with Florida Department of Environmental Protection (DEP) permitting and compliance issues, including site environmental contamination, and interfaces with DEP regarding contracts for wastewater treatment and potable water plant maintenance. Performs other related duties as assigned.
