About The Position

The client is looking for a Construction/Project Manager to serve as a field construction manager and provide contract surveillance for the Asheville VA Medical Center. This role involves delivering field construction management services and contract surveillance.

Requirements

  • Minimum of 7 years of experience in management of facility construction projects.
  • Experience in supervision of engineering, design and construction.
  • Experience in schedule control.
  • Experience in cost management and program budgeting.
  • Experience in overall project management activities.
  • Strong knowledge of construction documents.
  • Superior management and communication skills.
  • Working knowledge of reporting tools and software for Microsoft tools (Excel, Word, plans, and design documents).
  • Bachelor's Degree in Construction Management, Engineering or Architecture from an accredited University OR 10 years of directly related experience.
  • OSHA 30 Certification.
  • Valid driver’s license.
  • Strong communication skills.
  • Fluent in English.
  • Familiarity with 29 CFR 1926 OSHA Construction Industry Regulations.
  • Basic knowledge of all engineering disciplines for hospital construction.
  • Strong verbal communication skills to brief owner during project update briefings.
  • Strong organizational skills to track projects, prepare meeting minutes, and meet required deadlines.
  • Familiarity with one or more construction management, editing, reviewing software such as Procore, Bluebeam, AutoCAD, others.
  • Familiarity with the Microsoft Suite of Services, including Teams, Word, Outlook, SharePoint, and basic Excel skills.
  • Ability to work in all weather conditions.
  • Ability to wear appropriate Personal Protective Equipment.
  • Ability to walk long distances on rough and uneven surfaces.
  • Ability to stand for long periods.
  • Ability to lift construction materials to access inspections.
  • Ability to climb ladders and scaffolding.
  • Ability to navigate typical civil construction site obstacles.

Nice To Haves

  • Assists the VA Facility Management Staff with the overall management of the construction contract.
  • Performs/documents quality assurance inspections to ensure the construction contractor meets the plans and specifications requirements of the contract.
  • Attends and participates in meetings and reviews.
  • Engages in Activity Hazard Analysis discussions and decisions.
  • Reviews submittals and RFIs to ensure compliance with the project plans and specifications.
  • Reviews as-built drawings, conducts labor standard interviews, ensures compliance with OSHA regulations, and performs inspections of specific processes.
  • Prepare daily reports, provides recommendations for work acceptance, and ensure work is in accordance with plans and specifications.
  • Ensures compliance with agreed schedule, plans, safety regulations, and other contract documents.
  • Inspects materials for contract compliance and work with contractors to correct deficiencies.
  • Delivers surveillance reports on all phases of construction for compliance with plans and specifications in respect to workmanship, materials, installation and construction methods to government personnel.
  • Verify contractor payroll accuracy and inspect installed property inventories.
  • Attends safety meetings, maintains organized files and updated plans, and conduct detailed final inspections.
  • Prepares and monitors timeliness of correspondence and responds to RFIs and contract discussions.
  • Maintains Government-provided equipment in good condition.
  • Reviews Quality Control Reports.
  • Monitors deficiency tracking procedures and report findings in daily logs.
  • Tracks and maintains submittals and RFIs for review and approval.
  • Occasionally attends offsite inspections for fabricated items to ensure contract compliance before shipment.
