The Virginia Department of Military Affairs State Team provides professional and responsive state support functions to the Adjutant General of Virginia, the Virginia National Guard, the Virginia Air Guard, and the Virginia Defense Force in order to ensure their ability to support and defend the United States and the Commonwealth of Virginia. This position will manage design, construction, and inspection activities on all phases of projects to ensure quality, safety, budget, schedule, and conformance to project plans and specifications. The role involves obtaining necessary project authorization and appropriation, administering the selection of firms responsible for design, testing, special inspections, commissioning, and other construction-related activities. It also includes procuring construction, professional services, and non-professional services contracts, to include goods, services, and equipment, in accordance with state and federal rules, regulations, policies, and internal procedures. The position requires preparing, managing, and administering contracts for projects, preparing detailed design and construction cost estimates and project schedules, and coordinating regulatory and compliance reviews of projects. The Project Manager will determine required actions to maintain regulatory compliance and implement actions required for adherence. Responsibilities include managing multiple projects, maintaining official project files, coordinating with Project Inspectors, administering change orders, and completing project closeout. The role also involves reviewing, verifying, and authorizing contract invoices and continually updating internal and external stakeholders regarding project status. The standard DMA project size ranges from $1,000,000 to $5,000,000, but varies based on agency need. This position will be responsible for traveling to site locations regularly. Overnight travel is occasional and required. The primary functions of this position are administrative, however, the incumbent will be required to visit construction sites at least once per month per project. The Project Manager typically is responsible for 5-10 projects at a time, but this may vary. Telework for this position is limited to one day per week if the incumbent selects a standard five-day, 8-hour work schedule. A flex-9 schedule is available, and telework for a flex-9 schedule is limited to one day every other week. Telework eligibility is subject to change based on DHRM policy, the Agency Head, and the supervisor of the position. This posting is hiring two (2) Project Managers.
