We are hiring an experienced Construction Project Manager to oversee environmental and civil projects in California through all construction phases. The role involves managing pre‑construction to closeout, coordinating crews, subcontractors, and stakeholders to ensure stormwater, compliance, and restoration projects are delivered safely, on time, and within budget. The ideal candidate excels in a fast‑paced field environment with strong hands‑on leadership and client coordination skills.

Requirements

  • 5+ years of experience managing environmental and/or civil construction projects, particularly during the construction phase
  • Strong background in stormwater, erosion and sediment control, environmental compliance, and field‑based construction activities.
  • Demonstrated ability to lead multi‑crew field teams and coordinate subcontractors, vendors, and internal technical staff
  • Experience with pre‑construction planning, cost estimating, scheduling, and construction execution for public agency or municipal work
  • Solid financial acumen, including budget management, cost control, invoices, and pricing development
  • Familiarity with prevailing wage requirements and public sector contracting environments
  • Ability to manage multiple active projects in a fast‑paced, field‑driven environment
  • Strong communication skills with the ability to interface effectively with clients, agencies, field crews, and senior leadership
  • Highly organized with strong documentation, tracking, and follow‑through skills
  • Proactive, solutions‑oriented mindset with the ability to adapt quickly to changing field conditions and scope
  • Commitment to safety, quality, teamwork, and delivering trusted results for clients

Responsibilities

  • Lead construction‑phase environmental and civil projects supporting work across California, delivering projects safely, compliantly, on time, and within budget
  • Manage projects from pre‑construction through closeout, aligning client requirements, regulatory obligations, and delivery standards across all phases of work
  • Drive pre‑construction planning, including site walks, constructability input, scope development, production estimates, bid support, and subcontractor coordination for public agency and municipal projects
  • Develop detailed cost proposals and pricing packages, including labor categories and bill rates, materials, vendor and subcontractor quotes, travel, markups, overhead, and risk considerations to support formal pricing and risk reviews
  • Build and maintain construction schedules, crew calendars, daily work plans, and production tracking to keep teams aligned and work progressing efficiently
  • Lead multi-crew field operations for environmental and civil construction activities such as stormwater BMP installation, erosion and sediment control, vegetation management, habitat restoration, fencing, and emergency response repairs
  • Coordinate staffing, equipment, materials, logistics, purchase orders, rentals, and fleet usage to support field execution while ensuring accurate cost tracking and documentation
  • Monitor project budgets and financial performance, control costs, manage high‑volume invoicing, and support a multi-million‑dollar construction project pipeline
  • Identify project risks and develop mitigation strategies; respond quickly to scope changes with rapid re‑pricing, subcontractor regrouping, and schedule adjustments
  • Prepare, submit, and track material submittals and RFIs, maintaining responsive communication with agencies and reviewers to secure approvals
  • Interface with clients, regulatory agencies, utilities, and stakeholders to coordinate field work, documentation, and approvals
  • Execute work under prevailing wage requirements and support consistent training, compliance, and process alignment across crews and project managers
  • Communicate project status, milestones, risks, and financial updates to internal leadership and external stakeholders
  • Maintain comprehensive project documentation, including plans, schedules, reports, permits, and records
  • Support new municipal and public agency pursuits by providing construction insight, feasibility input, and competitive positioning
