About The Position

APSI is seeking an experienced Construction Manager (CM) to oversee the modernization of the USPS Fargo Auxiliary Service Facility (ASF). This project involves the fit-out of an unoccupied half of a 168,000-sf facility, followed by the upgrade and modernization of the occupied half. Additionally, there will be site work, including a revised parking lot and site security, scheduled for late spring 2027. The construction will focus on mechanical and electrical systems, IT and Security, and some structural and architectural elements. Critical coordination and communication will be required due to the presence of multiple contractors installing new equipment concurrently with ongoing construction activities.

Requirements

  • Bachelor’s degree in Construction Management, Architecture, or Engineering from an accredited school of higher education.
  • Minimum of 5 years of experience in the construction industry, preferably on projects of similar scope (government/industrial).
  • Ten (10) or more years of relevant experience may be considered in lieu of the required technical degree.
  • Knowledge of Construction Contract Documents, including Front End and Technical Specifications and Drawings.
  • Ability to represent the Owner professionally and provide sound management advice regarding work performed.
  • Proactive in problem-solving and minimizing claims, anticipating problems and delays, and ensuring work conforms to applicable requirements.
  • Communication, Language, and Software Skills with the ability to utilize a variety of software programs.
  • Experience with Procore is a plus.

  • Residential experience is not desired.

Responsibilities

  • Act as the project's primary Construction Manager, providing proactive management advice to ensure the project is run safely and meets all applicable contract standards.
  • Function as a collaborative member of the project team, offering guidance and expertise throughout the construction phases.
  • Develop a thorough understanding of project contract documents, end-user goals, and requirements.
  • Monitor, assess, coordinate, and provide oversight of construction work on behalf of the Owner.
  • Coordinate submittal reviews and manage the submittal process, ensuring the General Contractor meets specification requirements and that a review process is established.
  • Monitor Project Financial Data and Budgetary Cost Accounting, including administration of construction contract change orders and maintaining spreadsheets for project funds.
  • Perform Construction Phase Scheduling, including preparing and maintaining daily diaries, maintaining a current project schedule, coordinating with the general contractor, and comparing project progress against schedules.
  • Conduct or attend progress meetings to review project status, schedules, and contractor payment requirements, preparing agendas and meeting minutes, and following up on action items.
  • Assist in Issue Resolution by keeping thorough records of occurrences and construction-related matters to aid the Owner in conflict resolution.
  • Monitor the services of an independent testing agency/laboratory for project-specific quality control testing and inspection services.
  • Coordinate commissioning services, providing expertise for start-up, calibration, and certification of facility or operating systems.
  • Perform additional construction-related services, including maintaining as-built drawings, performing routine inspections, identifying non-conforming work, compiling lists of defects, monitoring project financial data, assisting in relocation efforts, and coordinating owner-supplied equipment.
