About The Position

AECOM is seeking a highly qualified Construction Project Manager IV to provide embedded on-site PM/CM support for a Federal modernization construction project. This position requires someone who can confidently support a high profile complex multi-year project managing the scope, schedule, budget, quality, safety, and change management. The role involves coordinating AECOM staff, specialty inspectors, and third-party testing, as well as observing and verifying construction work performed by the Design-Build Contractor on behalf of the Owner. The Construction Project Manager must lead an integrated collaborative team, possess an architectural, engineering, or construction background, and have previous experience on projects of similar size and complexity. Responsibilities include developing and controlling budgets, scheduling and coordinating project interactions in occupied facilities, managing interdisciplinary teams, and integrating competing elements into planning and execution processes. Familiarity with Federal and local government office building projects, including procedural, review, and approval requirements, is essential.

Requirements

  • BA/BS + 6 Years of relevant experience or demonstrated equivalency of experience and/or education
  • Valid US Driver's License

  • Bachelor’s degree in Construction Management, Architecture, Engineering, or related field.
  • At least fifteen (15) years of experience in developing and maintaining complex, long-term, multi-year project management activities.
  • Proven Experience performing and supporting the successful completion of similar projects in comparable environments and conditions.
  • Federal (or state/municipal) governmental experience.
  • Land Port of Entry (LPOE), Air Port of entry, embassy / military base or federal secure compound / facility experience.
  • Remote, off-grid, limited access site locations, arctic / sub-arctic, extreme environment experience.
  • Experience supporting and/or managing complex projects as a Construction Project Manager.
  • Knowledge of and proven experience with planning and procurement phase management (pre-planning, planning, PDS, POR, OPR documents, acquisition support and BD, D-B-B, CMc procurement, consultant procurement).
  • Knowledge of design phase management (design and constructability reviews, submittals, value added).
  • Knowledge of construction phase management (CM/PM support services, Owner’s Representation, field observation, and contract management).
  • Knowledge of closeout and warranty phase management (Cx support, warranty backcheck).
  • Thorough knowledge of engineering and construction principles, practices and procedures.
  • Familiarity if not competency with applicable codes, laws, and government regulations.
  • Familiarity with GSA and CBP guidelines.
  • Knowledge of principles of project management, and field observation and supervision.
  • Familiarity if not competency with Federal contract administration, public contract codes, federal acquisition regulations.

  • Knowledge of common and general code requirements, and permitting processes and requirements.
  • Ability to safely move throughout an active construction job site, and in a harsh environment.
  • A valid driver's license.

Nice To Haves

  • Professional Engineering Certification, License or Architectural Registration a plus.
  • US Passport recommended as work is at a border crossing.
  • Certified Construction Manager (CCM) from the Construction Management Association of America (CMAA) / CCM / PMP is preferred for Key or Lead Personnel.

Responsibilities

  • Manage the scope, schedule, budget, quality, safety, and change management for a high-profile, complex, multi-year federal modernization construction project.
  • Coordinate AECOM staff and specialty inspectors.
  • Provide oversight and technical quality review of Independent, Qualification, and Assurance Management (I/QAM) work.
  • Coordinate and oversee third-party Owner-ordered independent supplemental or confirmation testing.
  • Monitor and report on quality and progress to the AECOM Project Manager and GSA Project Team.
  • Support the delivery of a functionally and financially viable project completed on time, within authorized cost, and to the required quality.
  • Coordinate the observation and conformance verification of construction work performed by the Design-Build Contractor on the Owner’s behalf.
  • Lead the integrated collaborative team that supports the Owner’s interests.
  • Develop and control budgets and funding strategies.
  • Schedule and coordinate project interactions among existing and occupied facilities.
  • Manage interdisciplinary teams of professionals and supporting labor categories.
  • Integrate competing and/or conflicting elements into the planning and execution processes.
  • Ensure smooth project requirement flow.
