About The Position

Pima County's Project Design & Construction Department is looking for a Construction Project Manager I to lead an array of exciting construction projects that impact our vibrant community! In this role, you will manage construction contracts ranging from $10,000 to $60,000,000, ensuring compliance with contractual obligations, maintaining high-quality standards, and delivering projects on time and within budget. Key responsibilities include developing and managing capital construction projects, defining project scope, monitoring contractor performance, and tracking project costs. Successful candidates must demonstrate strong project management skills specific to the construction industry, along with the ability to address and escalate issues as necessary and possess effective communication abilities. Requirements

  • Four years of supervisory, management, or project management experience in commercial, industrial or public works maintenance, repair or construction AND one year of experience in the evaluation of contractor performance in a commercial, industrial or public works setting.
  • A Bachelor’s degree from an accredited college or university with a major in an engineering discipline may substitute for three years of the general experience.
  • An Associate’s degree from an accredited community college or technical school in environmental technology or an engineering discipline may substitute for two years of the general experience.
  • Relevant experience and/or education from an accredited college or university may be substituted.
  • Two years of experience with Pima County as Public Works Supervisor OR three years of experience with Pima County as a Public Works Crew Supervisor AND one year of experience in the evaluation of contractor performance in a public works setting.
  • Contractor evaluation experience may be concurrent with the stated general experience.
  • Valid driver license is required at time of application.
  • Valid AZ driver license is required at time of appointment.
  • The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures.
  • Failure to obtain and maintain the required licenses and certifications shall be grounds for termination.
  • Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.
  • The County requires pre-employment background checks.
  • Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history.
  • A prior criminal conviction will not automatically disqualify a candidate from employment with the County.
  • This position will require a post-job offer physical and/or drug screen.

Nice To Haves

  • Bachelor's degree from an accredited college or university with a major in a design or construction field.
  • Minimum five (5) years experience in construction management.
  • Minimum three (3) years experience in public sector project delivery.
  • Experience with/knowledge of commercial construction in earthwork, underground utilities, concrete, steel structures, CMU, roofing systems, HVAC, plumbing, electrical systems, lighting systems, data systems, doors and hardware, as well as flooring systems.
  • Experience reading and understanding construction plans, schedules, Request for Information (RFI's), Architect’s Supplemental Instructions (ASI's), and deliverables.

Responsibilities

  • Develops, clarifies, and manages complex capital projects
  • Defines project scope and identifies contract deliverables required to achieve targeted outcomes
  • Manages project aspects to ensure project requirements are achieved in a timely fashion and within budget guidelines
  • Identifies required resources, assembles project team, assigns responsibilities, and develops timeframes to facilitate successful completion of project activities and deliverables
  • Assists in contract development for professional services
  • Monitors consultants and contractors to assure that all contracted deliverables are received and performance standards are met
  • Develops project costs and monitors project expenditures to ensure project is completed on time and within budgetary guidelines
  • Ensures projects maintain compatibility and consistency with existing architectural and enterprise standards
  • Performs cost/benefit analysis of actions and initiatives
  • Escalates unresolved problems and issues to the management level, as necessary, to keep projects on schedule and on budget
  • Assists in the evaluation and redesign, as necessary, to accelerate project completion
  • Possesses and maintains a thorough understanding of project goals and contract terms
  • May directly supervise technical and administrative staff
