About The Position

Project Solutions Inc. is seeking an experienced Construction Project Engineer for highway and roadway rehabilitation work in Gifford Pinchot National Forest. This role involves asphalt pavement repairs, culvert replacement, roadway improvements, and reinforced soil slope construction. The Construction Project Engineer will support field inspection, quality control, and management of these transportation infrastructure upgrades across multiple counties in Washington. This role is contingent upon award of project.

Requirements

  • Bachelor’s degree in Civil Engineering, Construction Management, or related field
  • Professional Engineer (PE) license
  • Relevant certifications in construction inspection or materials testing
  • Training or knowledge of MUTCD (traffic control standards)
  • Experience with CPM scheduling (Critical Path Method)
  • Proficiency in Microsoft OneNote, Adobe Acrobat, and standard computer software
  • Experience in asphalt pavement construction, paving, and hot plant / recycled asphalt operations (milling and grinding)
  • Experience in bridge construction and Portland cement batch plant inspection
  • Experience with structural concrete, steel construction, and post-tensioned concrete
  • Experience in surveying, construction staking, and alignment verification
  • Experience with construction traffic control and MUTCD standards compliance
  • Experience in drainage systems (ditches, culverts, inlets) and underground utilities / in-water work
  • Experience in earthwork, grading, subgrade, and base course construction
  • Experience in materials testing, erosion control, landscaping, and other highway construction features
  • Experience with retaining walls, reinforced soil slopes (RSS), and foundation/substructure construction
  • Knowledge of Critical Path Method (CPM) scheduling, FLH systems, and field documentation tools (OneNote, Adobe)
  • Strong knowledge of highway construction inspection and multiple construction disciplines
  • Ability to analyze and manage project schedules using Critical Path Method (CPM)
  • Proficiency in field documentation and reporting tools (Microsoft OneNote, Adobe Acrobat)
  • Solid understanding of construction plans, specifications, and federal standards (FHWA/FLH)
  • Strong technical knowledge of materials testing and quality assurance/quality control (QA/QC)
  • Ability to work independently in a field-based environment using FLH systems
  • Knowledge of traffic control requirements and MUTCD standards
  • Strong surveying and construction staking awareness
  • Ability to manage and inspect complex construction components (paving, drainage, structures, utilities, etc.)
  • Strong attention to detail and documentation accuracy for construction records and reports

Responsibilities

  • Oversee and perform construction inspection activities for highway/roadway projects, ensuring compliance with project plans, specifications, and federal standards
  • Monitor and inspect key construction activities, including asphalt paving, culvert installation, drainage systems, earthwork, grading, and roadway base/subgrade work
  • Conduct materials testing and quality assurance/quality control (QA/QC) to ensure all work meets required specifications and standards
  • Perform or review construction staking and survey activities to verify proper alignment and elevations
  • Ensure proper implementation of traffic control measures in accordance with MUTCD standards for safe work zones
  • Inspect structural and specialty elements, including retaining walls, reinforced soil slopes (RSS), and underground utilities
  • Review contractor work, track progress, and maintain detailed field documentation, reports, and records using tools such as Microsoft OneNote and Adobe Acrobat
  • Analyze and monitor project schedules using Critical Path Method (CPM) to ensure timely completion
  • Coordinate with project stakeholders, including contractors and government representatives (FHWA), to resolve field issues and maintain project quality
  • Work independently in a field-based environment, managing daily inspection activities and ensuring all federal construction guidelines are followed
